Background:
The immediate focus of the role will be in helping establish operations and functions to support SME finance and business recovery and adaptation in post COVID-19 economies throughout the Pacific. The Banking Specialist will work closely with existing staff to effectively incorporate SME financial readiness tools, products and services into delivery of existing programs.
Role Responsibilities:
- Identify, conduct due diligence and evaluate prospective financial partners technical capability in SME lending in the Pacific.
- Negotiate and monitor commercial bank and finance partner relationships. This will include mobilising and placing wholesale capital for on-lending to SMEs under concessional terms with selected financial partners. This includes negotiating terms and conditions of agreements, monitoring and reporting on SME concessional loan portfolio performance made under wholesale capital placements.
- Oversee SME loan portfolio and concessional lending agreements, ensuring risk management is monitored, reported against and remedial action is taken as needed.
- Provide local in-country partners with regular technical and management advice on the referrals to partner financial institutions.
- Provide advice on SME lending strategy and an overall approach to the sector.
- Provide input into FinTech initiatives related to expanding SME lending in the Pacific.
- Oversee short-term TA consultants who will assist in implementation.
- Carry out travel and monitoring of ongoing partnerships.
- Maintain and report on implementation, coordinate with relevant stakeholders, including the heads of partner financial institutions.
Qualifications and Experience
- Strong experience in finance and lending, either through private financial institutions and/or economic development programs.
- Some previous experience in managing SME financial service lending operations, either within a commercial banking or economic development context.
- Some previous experience in FinTech initiatives, either within a commercial, start-up or economic development context.
- Excellent understanding of principles of commercial lending to SMEs, including risk management, cash-flow based lending methodologies, alternative and online delivery channels.
- Minimum Bachelor’s degree in Business, Finance, Economic Development or related field.
- Preferred, post-graduate qualifications in Business, Finance, Economic Development or related field.
- Excellent written and verbal communication, with the ability to deal at a professional level with multiple clients and stakeholders.
- Preferred experience living and/or working in the Pacific Islands, readiness to travel to the Pacific as required.
