Job Description

Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.


The Role


Under the Subsidiary Arrangement between the Governments of Indonesia and Australia, AIPJ3 supports GOI in achieving justice and security reforms aligned with shared policy priorities. To ensure the AIPJ3 smooth implementation, effective coordination, and accountable administration, a Bappenas Secretariat will be established, staffed by professional experts in program management, administration, and technical support. The secretariat’s main objectives are to comprehensively coordinate the program’s implementation, including grant administration for CSO partners, monitoring, and evaluation, while facilitating coordination between Bappenas and the relevant line ministries and agencies, CSO partners, and AIPJ3 team.

The MIS Coordinator for the Bappenas Secretariat plays a critical role in strengthening the Partnership by ensuring that information systems are aligned with AIPJ3’s adaptive programming, monitoring, and reporting frameworks. The role is responsible for developing, managing, and maintaining a responsive and fit-for-purpose Management Information System (MIS) that supports effective coordination, oversight, and performance tracking of AIPJ3 activities from the perspective of Bappenas.

The role is responsible for supporting Bappenas to manage real-time data and reporting needs, including day-to-day management of the MIS to capture significant progress, as well as providing relevant data to be presented during key program governance events such as the Partnership Board and Partnership Management Committee meetings. The MIS Coordinator supports knowledge management, promotes data-driven decision-making, and contributes to strengthening Bappenas’ institutional capacity in justice sector coordination and oversight. This role ensures that activity development, delivery, and reporting are on track, while contributing to the development of strategic partnerships in line with AIPJ3’s goals.

About You

Specific Responsibilities

● Support the design process of MIS for the Bappenas Secretariat that captures the performance tracking of AIPJ3 activities.

● In coordination with the AIPJ3 MIS Coordinator, implement, and maintain an effective MIS platform for Bappenas (Justice Partnership Center) that captures key data and progress across AIPJ3-supported activities, aligned with AIPJ3’s performance frameworks and GOI reporting needs.

● Ensure the website security and backup systems are in place.

● Liaise with AIPJ3’s MIS Coordinator and MEL teams, ensure accurate and timely input, verification, and analysis of data relevant to justice sector reforms, partnership performance, and policy priorities. Provide user-friendly dashboards and outputs for internal and external use.

● Contribute to Bappenas’ knowledge management efforts by organizing, archiving, and facilitating access to data, reports, and documentation generated through AIPJ3 partnerships and technical assistance.

● Support efforts to integrate the MIS into Bappenas’ broader digital systems and ensure sustainability beyond AIPJ3.

● Assist in tracking and harmonizing data on donor-funded justice sector initiatives to support Bappenas’ role in sectoral coordination and oversight.

● Support day-to-day operations of the Secretariat and ensure that data-related tasks for the Bappenas Secretariat are completed on schedule and to a high standard.

● Perform other relevant and reasonable duties and responsibilities as requested by the Bappenas Director and Partnerships and Operations Lead.

Selection Criteria

Essential Experience and Knowledge

● Bachelor’s degree in computer science, information technology, public administration, development studies, or related fields

● Minimum 5 years of relevant professional experience in MIS development, data analysis, or performance reporting for GoI, development programs, or donor agencies.

● Demonstrated experience in using or managing MIS platforms or dashboards that support large-scale programs or multi-stakeholder environments.

● Demonstrated ability to propose possible resolutions to complex data management issues.

● Excellent communication skills in Bahasa Indonesia and proficiency in English (spoken and written)

Desirable

● Understanding of Indonesian legal reform and security issues.

● Ability to work in a multicultural environment with respect for diversity.

● Ability to network and collaborate with other stakeholders.
