Job Description

Devex Talent Solutions is assisting Corporación Andina de Fomento - Development Bank of Latin America and the Caribbean (CAF) in their search for a Senior Talent Acquisition Specialist. This position is a local hire and may be based in Colombia, Brazil, Paraguay, Peru, Panama, Dominican Republic, and El Salvador, provided the candidate is a national of the country and based there. Relocation to another country is not required.

Contract Type: Fixed-term Contract (1 year) with possibility of extension

Position Purpose:

This role is designed to drive the full talent acquisition process across Latin America and the Caribbean for CAF in an innovative and effective way. It involves identifying and designing inclusive talent attraction strategies, and collaborating with internal leaders to deliver agile solutions and methodologies that strengthen CAF’s distinctive employer brand.

Key Responsibilities:

  • Talent Attraction Strategy: Develop and execute comprehensive recruitment strategies to attract top talent across LATAM and the Caribbean. Leverage market intelligence and industry trends to inform recruitment approaches and anticipate challenges and opportunities in talent acquisition.
  • Candidate Sourcing and Engagement: Design sourcing strategies and identify talent through diverse channels, including online job boards, social media, and networking events. Build and maintain a strong pipeline of passive and active candidates through targeted outreach, networking, and relationship-building. Understand candidates’ professional aspirations and ensure a positive experience throughout the recruitment process.
  • Candidate Assessment and Selection: Conduct detailed candidate assessments through resume reviews and structured interviews to evaluate skills, qualifications, and cultural fit. Coordinate interviews with hiring managers and support data-informed decision-making.
  • Operations and Compliance: Execute key recruitment efforts aligned with workforce planning and organizational needs. Ensure compliance with CAF’s internal policies and regulatory requirements throughout the recruitment process. Support the implementation of talent management technology (ATS) and propose workflow optimizations. Generate reports and updates on key performance metrics to inform continuous improvement.

Requirements:

  • Bachelor’s degree in industrial engineering, Human Resources, Business Administration, or a related field.
  • Master’s degree in business, Human Resources, HR Analytics, or a related discipline.
  • Minimum of 10 years of professional experience, with a focus on Latin America and the Caribbean regions.
  • Deep understanding of regional labor markets, cultural nuances, and regulatory frameworks.
  • Excellent communication, persuasion, and negotiation skills.
  • Proven ability to manage multiple priorities and stakeholders simultaneously.

Languages:

  • Advanced proficiency in Spanish and English
  • Portuguese is a plus.

CAF Offers:

  • Contract Type: Fixed-term for twelve (12) months, with the possibility of extension.
  • Work Modality: Hybrid (3 days in office, 2 remote)
