EnCompass LLC is seeking a Senior Talent Acquisition Specialist to ensure a positive candidate experience from the initial application to the final on-boarding process. The Senior Talent Acquisition Specialist will maintain awareness of competitor practices and recruitment standards. The Senior Talent Acquisition Specialist will be responsible for searching social platforms and conducting in-person networking to identify potential candidates and building and maintaining strong working relationships with the Hiring Managers, other internal clients, and external contacts.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. Staff are expected to work 2 days per week in the office and attend career fairs and outreach events as needed. Must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions:

  • Lead full-cycle recruiting activities for assigned positions, to include creating applicant pools, processing applications, and managing the interview process
  • Collaboratively consult and partner with hiring managers and the business development team to create strategies for identifying potential candidates, and lead recruiting efforts for positions, projects, and proposals
  • Ensure a positive candidate experience from the initial application to the final on-boarding process
  • Continually evaluate and apply new sourcing methodologies to actively identify, cultivate, and grow target candidate pools of top talent
  • Serve as a Talent Advisor to the Hiring Managers
  • Create offer recommendations and draft offers letters, in accordance with established processes
  • Assist in identifying relevant career fairs, networking events, and other venues for attracting quality candidates for staff and consultant roles, and attend same
  • Maintain and apply knowledge of diversity, equity, and inclusion best practices in recruiting
  • Assist in the maintenance of both the ATS and the Consultant Database, and actively engage in efforts to expand and improve EnCompass’ Global Consultant Network
  • Work closely with the senior Talent Acquisition management and Talent Team colleagues to continuously improve recruiting processes, procedures, and tools, to support the company’s project needs and growth
  • Seek out and monitor best practices in talent acquisition and recruiting across international development and the recruiting industry, and works with the senior Talent Acquisition management and Talent Team colleagues in introducing and developing these in EnCompass’ recruitment processes and systems
  • Learn and use Appreciative Inquiry methodology approaches to resolve complex situations, resolve problems and handle escalations from more junior staff, and determine if/when to escalate to senior Talent Acquisition management or higher
  • Apply and maintain current knowledge and understanding of OFCCP compliance requirements for recruitment
  • Lead recruitment efforts for proposals, while supporting and advising the Business Development Team and partnering with the Proposal Manager
  • Identify and share with senior Talent Acquisition management new strategies and programs to attract candidate to determine potential for implementation
  • Build capacity of Hiring Managers by coaching in the EnCompass Talent Acquisition Journey and all the recruitment processes within it, including the Structured Interviews Process, staff recruiting, and consultant recruiting, both domestically and internationally
  • Take on and be responsible for a process management responsibility in coordination with the Associate Director of Talent Acquisition
  • Coordinate staffing agency support when needed
  • Mentor, coach, and supervise more junior or less experienced staff, as needed and as assigned
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • Other duties, as assigned

Position Requirements

Qualifications

  • Minimum of a Bachelor’s degree and 8 years of directly relevant recruiting experience
  • Degree should be in international human resources, international development, international relations, or related fields
  • 3+ years of international development talent acquisition experience, particularly for US government projects including USAID and the State Department, and/or in one or more of the following practice areas such as training, evaluation, capacity building, gender, education, and global health

Experience and Skills

  • Prior demonstrated experience in recruiting, with at least 3 years’ experience in international development recruiting
  • Proficiency in using professional social media
  • Flexible and able to adapt to the dynamic recruiting environment of international development
  • Able to easily learn how to use new software and technology
  • Fluent in English with clear verbal and written communication and diplomacy skills
  • Organizational skills with unfailing attention to detail
  • Able to work within tight deadlines as needed
  • Demonstrated successful track record in building relationships with candidates and clients
  • Excellent problem-solving skills and ability work effectively with diverse teams and tasks
  • Strong experience with applicant tracking systems and consultant databases
  • High level of proficiency with Microsoft Office applications and databases
  • Experience with diversity, equity and inclusion in recruiting is preferred
  • AIRS recruiter certification preferred
  • Passive candidate sourcing experience preferred
  • Knowledge of recruitment compliance guidelines such as the AIDARs and OFCCP preferred
  • Additional language fluencies would be a plus, but not required
  • Prior experience using ClearCo would be a plus, but not required
  • Ability to use an appreciative approach in client and colleague interactions, and models that approach for others

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $82,000 - $98,000
