Job Description

In close collaboration with the SERA Coordinator, the Flying SERA Manager supports the teams of the two bases

He/she will also be in constant contact with his/her counterparts within the mission. Emphasis will be placed on the harmonization of tools and procedures as well as the proper sharing of information between these 3 SERA Managers

He/she will focus on the management of program data (collection, analysis, interpretation, reporting, archiving and protection of data) as well as the development of the skills of team leaders and contribute to improving the availability of SERA results. He will be responsible for ensuring the proper operationalization of the Data Collection SOPs of the BFA mission.

Another emphasis will be placed on the proper operationalization of the Accountability SOPs of the BFA mission on the Ouahigouya and Kongoussi bases.

He has a key role in the link between the SERA department and the sectoral PRs, both in terms of planning Meal activities and reviewing tools to adapt to the requirements of program teams and producing adequate and useful reports.

  • List of main responsibilities and activities:
    • SERA planning, implementation of SERA activities, monitoring and evaluation of projects for Burkina Faso
    • Accountability to beneficiaries, capitalization and strengthening of institutional knowledge.
    • Financial management of SERA activities.
    • Representation and regional external relations.
    • HR monitoring, management and capacity building of SERA team leaders.
    • Support to the SERA Coordinator.
  • Specific issues and challenges
    • Ensure proper compliance with Accountability and Program Data Management SOPs on both bases.
    • Ensure compliance and existence of MEAL Plans for each project, calculation of indicators and methodologies for collecting, calculating and analyzing each of the indicators.
    • Management of the OFU mission SERA within the framework of multi-base and multi-donor projects.

Management of SERA base teams and help with prioritization and planning. Good respect of the SERA timetable and link with the RP Program.

YOUR PROFILE
  • Training : Technical or general higher education: 2) Master’s degree in international relations, development and humanitarian action, project management, political science or equivalent or 1) SERA technical training; Statistics or equivalent.
  • Experience : Have at least one experience as a SERA Manager on a base/mission with multi-sectoral projects, in a consortium of international NGOs (experience with a multi-year, multi-country consortium is a plus).

Experience at SI is a plus (knowledge of tools; procedures and resources).

  • Skills / Knowledge:
  • Solid technical skills in SERA (program data management and accountability in particular).
  • Excellent communication, organizational and prioritization skills, ability to multi-task and support and/or fill multiple positions at once;
  • Strong management skills, and in particular team management skills and ability to provide remote technical support;
  • Knowledge of Burkina Faso and/or the Sahelian zone is highly desirable.
  • Knowledge of remote management and managing teams across multiple bases/sub-bases is a plus.
