In collaboration with SWIM component (2) Team Lead and SWIM technical focal point for WEAP the primary responsibility of the consultant is to efficiently deliver the following tasks and deliverables at a high level of quality and competence within the agreed schedule.

  • Develop basic, intermediate and advance level training material for WEAP model and design the training curriculum.
  • Develop pretest & posttests designed to identify and measure the amount of learning a trainee has acquired in a specific topic of WEAP training and to demonstrate that trainees have made progress during the training sessions as well as to clarify/show the effectiveness of WEAP training program.
  • In tandem with MAIL, MEW and NEPA teams, water resources-related data will be collected, processed and analyzed- which will result in the identification of missing data and gaps, checking the accuracy of data and identifying the correlation between rainfall and streamflow stations as well as comparing data from the same river upstream and downstream station. Furthermore, surveys, spatial information, water use, and other data required for the development and running of the water models (WEAP) using GIS and other new technique like hydrological modeling will be identified.
  • The STTA will assist with the modeling for the Kunduz River Basin, as outlined below:

Modeling Kunduz River Basin:

  • Steps for modeling Kunduz Basin
  • Historical and Climate Change Scenarios
  • Preparing Data for Climate Change Modeling and developing a Climate Change Scenario in WEAP
  • Running Climate Change Scenario and Analyzing the Results
  • Evaluation of climate change impact on Kunduz Taloqan river basin.
  • Calculation of runoff volume, base flow, discharge runoff, direct runoff coefficient and effective rainfall of the Kunduz Taloqan river basin.
  • Calculate of water balance, water loss, and rainfall losses of the Kunduz Taloqan river basin.
  • Estimation of supply ability of the basin for the future demands of Kunduz Taloqan river basin.
  • Provide empirical training on designing WEAP model
  • Formulate comprehensive, empirical training activities for designing WEAP model.
  • Provide full support to the working group members about the most effective way to include the modelled data in their approach, advice and operations.
  • Provide practical and theoretical training on data collection, data calibration, analysis, schematic and report generation techniques to MAIL, MEW and NEPA.
  • Provide full concept to the MAIL, MEW and NEPA operational and useful information through WEAP models.
  • Work closely with component (2) team lead & SWIM WEAP technical focal point for the successful implementation of WEAP training and share weekly and final progress report.

The consultant will be required to submit regular reports to SWIM COP and DCOP on each level of progress of the training.

About the Organization

Strengthening Watershed and Irrigation Management (SWIM) is a five-year, USAID-funded program for Afghanistan implemented by AECOM, with a main office in Kabul, Afghanistan, and implementing program office in Mazar-e-Sharif. USAID’s Strengthening Watershed and Irrigation management (SWIM) aims to support sustainable, agriculture-led economic growth by increasing the sustainable and productive use of water livelihoods and strengthening water resource management. The project focuses on three components: increase productive and sustainable use of water in agriculture; strengthen the water regulatory framework; and strengthen capacity of local entities to manage water resources. Activities will provide capacity building, technical services, and related resources to support farmers and farm communities as they manage their water and on-farm resources. Also, provide support to USAID’s Regional Agriculture Development Programs (RADP-N) to increase agricultural water productivity. The SWIM Program’s three technical components are:

  1. Increased Productive and Sustainable Use of Water in Agriculture;
  2. Strengthen the Water Regulatory Framework; and
  3. Strengthen Capacity of Local Entities to Manage Water Resources.
