Job Description

Chemonics seeks short-term, senior-level technical experts in logistics management information systems (LMIS) and information and communications technology (ICT) for the anticipated Technical Assistance to Support LMIS/HMIS Data Integration in Sierra Leone activity funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria. This six-month activity will support the country in the design and implementation of an HMIS/LMIS data integration project. Specifically, the project will provide technical support to the Directorate of Drugs and Medical Supplies to leverage existing LMIS activities to complete of the integration of RRIV forms into the DHIS2 platform. The eLMIS/ICT advisor/supply chain digital product manager will lead cross-functional teams in the design, evolution, and delivery of pharmaceutical management solutions. The individual will play a lead role within the project working with senior/principal technical advisors and country teams in designing and developing interventions to improve the use of data for decision-making. Additionally, the individual will lead teams in evaluating systems, identifying gaps in functionality, and monitoring and tracking the use of supply chain solutions across the project and the country. The eLMIS/ICT advisor/supply chain digital product manager is responsible for all aspects of solution definition, solution development, and internal and external stakeholder management, as well as the client-facing presentation of technical approaches, methodologies, and overall project management and performance. The individual must have a proven background in software development lifecycle management and successful implementation of solutions across Africa. The qualified, self-motivated expert must have excellent communication skills and the ability to create and effectively present a solution vision for internal and external stakeholders. The contract is anticipated to start in Q3 2019 and will require all team members to travel to and work in Sierra Leone. Responsibilities include:

  • Contribute to the development and implementation of software solutions to strengthen the availability of information to support decision-making. This includes work in requirements documentation and functional specifications, system(s) development and implementation, and interface with legacy systems
  • Develop and implement a training program to improve use and analysis of available data
  • Provide technical oversight to vendor-supported activities to ensure delivery of high-quality products in accordance with specifications
  • Ensure user compliance to specifications and recommendations
  • Provide on-the-ground monitoring and document progress toward project and country results using performance indicators
  • Develop and manage user training sessions
  • Update and maintain all technical project-related documentation
  • Liaise with the USAID mission with direction from the Global Fund Sierra Leone project team to share information and inform the mission, collaborative agencies, and other donor organizations about MIS activities
  • Identify new technologies, functionality, and hardware to continuously promote sustainability and interoperability
  • Identify opportunities for coordinating projects with other partners on medicine management issues or other relevant areas

Qualifications:

  • Bachelor’s degree along with eight years of technically relevant work experience in MIS required. Alternately, a master’s degree plus six years of experience; a J.D. plus five years of experience; a Ph.D. plus four years of experience; or 10 total years of related work experience may be considered
  • Relevant information technology certifications related to MIS and/or systems strengthening activities along with a baseline understanding of best practices in project management preferred
  • Demonstrated knowledge of supply chain management, logistics systems, data warehousing, business intelligence, and data visualization preferred
  • Knowledge of contract management, intellectual property, and USAID guidelines
  • Experience working in developing countries or low-resource settings implementing information technology solutions preferred
  • History of suggesting and implementing workable solutions alongside a large, high-performing team of IT professionals
  • Ability to work with cooperating partners in implementing complex programs
  • Excellent interpersonal, written, and oral communication skills; proven diplomatic and public-relations skills
  • Experience in back-end administration of DHIS2
  • Demonstrated understanding of crosscutting issues in health service delivery beyond supply chain management
  • Ability to build cohesive teams while exercising diplomacy and cultural sensitivity
  • Strong leadership, project management, and analytical skills, with the ability to work under pressure and on budget
  • Ability to synthesize and summarize results
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
