Job Description

JOB SUMMARY:

The Sr Manager Compliance Support and Training is a member of the global donor compliance support team with a focus on providing training and capacity strengthening support for award management including donor requirements and regulation to ensure CARE is successfully managing restricted donor awards. The Manager plays a significant role in developing capacity support, training and advisory services to country and program teams for effective and compliant management of donor funded restricted grants and contracts. The position will collaborate with Atlanta-based units, Regional and Country Office management units, Shared Services Center and other members of the Award Management Solutions (AMS) team. The Manager will report into the Director Compliance Support. The Manager’s roles and responsibilities are to:

1) Provide guidance, advice and interpretation on restricted donor requirements including USG rules and regulations , and other institutional donors. Support COs, RMU, SSC, HQ technical units to engage with donor representatives and CARE International members to resolve award compliance issues.

2) In collaboration with International Program Operations, provide technical and compliance support to CARE program and country office stafffor awards and grants management within a project cycle framework including: design,/preaward, award negotiations and set up, start-up management, implementation monitoring and award close out.

3) Assess and work to strengthen systems, processes and capacity of the organization (COs, RMU, SSC, HQ technical units) for management of restricted awards (both grants and contracts).

4) Provide training and capacity building to CARE and partner staff on restricted donor regulations and requirements and provide orientation to project management teams regarding donor specific rules and regulations.

5) Provide training of facilitators using both on line and in person interactive training methodologies and adult learning principles.

6) Advise and support the partner funding agreement life cycle (including IPIA’s with non-CARE USA COs) under restricted awards.

7) Collaborate with the AMS Donor Compliance Assurance, Regional AMS staff and Finance Business Partnering teams to identify donor compliance risks and issues, and provide training, capacity strengthening and regulatory advise on risk mitigation solutions.

8) Collaborate with SSC on design of compliance milestones and support capacity development of SSC staff in order to monitor and award commitments and transactions for allowable costs and compliant processes.

9) Support and implement training of CARE partners and partner management staff to undertake compliance partner funding agreement management aligned with project cycle management.

10) Lead and maintain Awards Management Training Package including training topic content and materials (slides, case studies, interactive exercises, etc) , and related facilitation guides for priority award management topics

RESPONSIBILITIES:

Guidance on donor rules and regulations

  • Provide guidance and advice on donor rules and regulations throughout the organization (COs, RMU, SSC, HQ technical units) and engage with the donor representatives to resolve issues.
  • Interpret and provide compliance solutions to USG rules and regulations to include but not limited to: Uniform Guidance (2CFR200), USAID Standard Provisions, Cooperative Agreement provisions and contract terms & conditions, Federal Acquisition Regulations (FAR) and USAID supplemental acquisition regulations (AIDAR).
  • Support country offices and HQ technical units in engagement with non USG restricted donor representatives or prime recipients on compliance issues and prior approvals (eg other national government donor agencies, international and regional development banks, foundations, etc).
  • Advise International Funding and Strategy Unit (IFS) and other Business Development Units on donor rules and regulations and other restricted donor questions that arise during the pre-award phase and support partner due diligence process and go/no go process for new proposals. in line with donor requirements.
  • Work with country offices and technical HQ units and CI members to support their negotiations with the donor or prime on award provisions (or terms & conditions)

USG Award and Organizational Support and Monitoring

  • Assess systems, processes and capacity of the organization (COs, RMU, SSC, HQ technical units) for management of restricted donor awards (both cooperative agreements and contracts). Works with the AMS Donor Compliance Support, AMS Regional Managers , IPO Regional Management and HQ Program and Grants leads to identify donor compliance risks and issues and provide the response. Collaborates with SSC on USG compliance monitoring and responsible for analyzing USG award data for compliance and taking corrective actions.
  • Provide input and support for award management monitoring dashboard and other monitoring tools to monitor donor requirements and award provisions.
  • Works with AMS and SSC to provide global monitoring for all USG and other donor funded projects and takes corrective action for projects that are not meeting their compliance requirements.
  • Support special initiatives that will include review of CARE’s systems, processes and procedures to ensure they are in alignment with the rigorous and complex requirements of USG and other donor awards. The Manager will work collaborative with International Programs & Operations (IPO), Program units, Shared Services

Training and Capacities for managing awards within project cycle management framework

  • The Manager will develop training content, and design training approaches and capacity strengthening tools and materials for country offices staff, partners and other key stakeholders and HQ technical units award management procedures, processes aligned with effective project cycle management.
  • develop donor specific training and capacity building content to be integrated in award cycle management training depending on the donor rules and regulations and related compliance issues.
  • Establish and Maintain training manual and package of training session guides including session content, methodologies, audience and related facilitation guides.
  • Provide targeted training and training-of-trainers on awards and grants management and specific donor compliance topics.
  • Provides support for major USG award project start-up support and participate in targeted project start up workshops.
  • Foster donor grants and contracts expertise throughout the organization through introduction of training of trainers approaches and through the coordination of grants management communities of practice

Required Qualifications:

- Bachelors degree in Project Management, Business Administration, Management, Finance, International Development or equivalent work experience.
- At least 10 years of experience demonstrating knowledge of international nonprofit grants and contracts management and compliance
practices working with and interpreting USG rules and regulations. and other restricted donor requirements
- At least 5 years of experience demonstrating ability to provide adult centered training and capacity development activities including facilitation of in-person workshops, leading interactive on line training, and training of facilitators in the application of adult learning
principles and related instructional design.
- Demonstrated experience with managing, providing guidance and training on US Government rules and regulations in an international development or humanitarian context.
- Demonstrated experience with contracts and grants training delivery and facilitation for local partner organizations across range of contexts and capacity levels

Preferred Qualifications:

- Masters degree in Business Administration, Management Finance International Development or equivalent work experience.
- USG rules and regulations compliance training and certification
- Project management training
- Non profit work experience in developing country contexts
- French, Spanish or Arabic Fluency (written and oral).
- Certification in instructional design, training of trainers
