Overview
The Sr. Technical Advisor I, Digital Health will provide leadership and technical assistance for the strategic integration of information and communication technology (ICT) within Jhpiego’s health systems strengthening programs. Jhpiego’s Digital Health interventions include a range of mHealth, eHealth, and eLearning technologies, primarily in the areas of:
- Health systems development and strengthening
- Health care service delivery
- Performance and quality improvement/assurance
- Training, supporting and supervising health care workers • Behavior change communication
The Sr. Technical Advisor I, Digital Health position requires public health, information systems and technology knowledge, experience leading Digital Health implementations in the field, and keen organizational and management skills.
Responsibilities
- Provide leadership on complex digital health implementations involving one or more of the following: system integration, multiple vendor management, national scale systems, and open source solutions
- Provide technical leadership to headquarters and project teams in the field on Digital Health interventions and travel to the field to provide short term technical assistance
- Develop the Digital Health strategy and budget for specific proposals, concept notes, expressions of interest and other business development-related materials, working closely with the New Program Development (NPD) and other proposal team members
- Work with clients, partners, program staff, the Technical Leadership Office (TLO) and Global Programs Office (GPO) to identify opportunities to improve health systems and meet other programmatic challenges through the appropriate application of ICTs
- In collaboration with other technical and program staff, lead meetings, training sessions, or workshops in the work planning, design, implementation or evaluation of information and communication technologies for program activities
- Work with the Digital Health Director to develop partnerships with other organizations to facilitate the use of Digital Health in program activities
- Collaborate with team members to ensure appropriate monitoring and evaluation of project information and communication technology activities, including provision of input into appropriate logical framework and indicator development
- May provide training as needed
- Promote and support the dissemination of project information and experience sharing
- among the project team and with other country, regional and headquarters-based staff
- Contribute to internal informational materials, updates to the intranet, and give internal Digital Health, such as one-pagers, info sheets, and brown-bag lunches.

Required Qualifications
- Passion for the mission of Jhpiego and broader global issues of public health, information systems, technology and international development
- Advanced degree in public health or technology-related field (e.g. computer science, international relations, economics)
- Minimum of twelve (12) years’ experience providing technical assistance for healthcare- related ICT interventions, with preferably five or more years in low- and middle-income settings
- Recent prior experience (within the last 3 years) as a technology or information systems project manager, systems architect, lead software or database developer, including the following responsibilities and skills (illustrative list below):
- Managing teams to implement large-scale or enterprise-wide digital health, ICT4D or software development projects through the full software development life cycle
- Use of source code management systems, project management tools, bug tracking systems to manage the software development process
- Developing software requirements/specifications and system architecture diagrams
- Database architecture, relational database design, proficiency in SQL
- Instituting and following quality assurance methodologies, systems and release management processes
- Reviewing software contracts and licenses
- Supervising partners and developers of open source solutions for global health
- Any of the following would be a plus: expertise in geographic information systems
- (GIS), DHIS2, electronic medical record systems, managing open source developer communities
- Experienced in the use of ICTs to support one or more of the following areas:
- Health systems development and strengthening
- Health care service delivery
- Performance and quality improvement/assurance
- Training, supporting and supervising health care workers
- Behavior change communication
- Experienced in several of the following:
- Coordination of program activities with governmental, non-governmental and private sector partners
- Collaboration with partners to provide technical assistance and implement program activities
- Interacting with representatives of international and USG donor agencies, private sector foundations, USAID partner organizations, and key players in public health, eHealth and mHealth
- Identifying, incorporating, and adapting best and promising evidence-based practices
- Strong knowledge of public health programs and eHealth/mHealth applications or health information systems for these programs
- Deep understanding of evolving international health funding priorities, the key players, technical state-of-the-art thinking and priorities, and program development roles and opportunities
- Ability to translate between the public health and technology sectors
- A systemic and process-oriented thinker
- Understanding of sustainability challenges in low and middle income countries
- Up-to-date knowledge of technologies, methodologies and technology standards and an understanding of the constraints and benefits of different technologies
- Experience presenting at international conferences
- Field-oriented, results-oriented, and comfortable with a team approach to programming
- Strong change management and decision making skills
- Excellent verbal and written communications skills including presentation and facilitation skills, team building and coordination
- Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
- Excellent organizational skills, ability to manage several major activities simultaneously and work in a complex environment with short deadlines and intense pressure to perform
- Ability to work effectively with minimal supervision
- Ability to travel up to 25% of the time to developing countries
