SUMMARY OF THE PROJECT:

The DFAT-funded Knowledge Partnership Platform (KONEKSI) is the Australia’s flagship program in the Indonesia knowledge and innovation sector. KONEKSI’s goal is to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia’s inclusive and sustainable development. The purpose of the programme is to increase the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. It will support both the knowledge to policy cycle (K2P) and the knowledge to innovation cycle (K2I), in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):


1. Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and

2. Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.


SUMMARY OF THE POSITION

The Stakeholder Liaison Coordinator is a member of the Stakeholder Liaison team who will work closely with the Partnership, Technical Delivery and GEDSI team to build, maintain and manage the relationship with key Government of Indonesia Ministries, DFAT and KONEKSI Partners in support of the preparation, development and implementation of collaborative research, which is a core component of KONEKSI. The Stakeholder Liaison Coordinator will support a range of Stakeholder Liaison tasks to coordinate various administrative requirements, permits, paperwork and other necessary documents from relevant GoI ministries/agencies to enable a timely implementation of collaborative research activities. S/he will support coordination between internal dan external stakeholders, support the Call for Proposals preparation and implementation process including for Joint Call through engagement with GoI stakeholders, identify bottlenecks relating to research requirements and propose solutions for a more effective and efficient research activities.

KEY RESPONSIBILITIES

Under the direction of the Head of Stakeholder Liaison, the Stakeholder Liaison Coordinator will be responsible to:

· Provide support to the Partnerships team to develop and implement new calls for proposals including joint calls with GOI co-funding;

· Provide support to the Partnerships team relating to GoI and act as a liaison between Stakeholder and Partnerships team on issues relating to research and innovation sector;

· Provide support in liaising between KONEKSI Secretariat and the various GoI stakeholders to ensure effective coordination in the preparation and implementation of collaborative research activities;

· Coordinate with various units of BRIN on the issuance of clearance ethics and research permits, as well as with other Government of Indonesia Ministries/agencies on the permits required to undertake KONEKSI research activities;

· Provide input to manage and mitigate risks relating to stakeholder coordination and engagement. Assist in identifying potential issues and bottleneck that may hinder implementation of activities and propose solutions;

· Support the development and implementation of relevant activities outlined in the KONEKSI Work Plan;

· Provide inputs to increase the uptake of knowledge to policy and knowledge to innovation from research activities;

· Provide support with the establishment and activities of thematic Working Groups aligned with the themes of collaborative research;

· Prepare Terms of Reference for activities in support of engagement with GoI to enable effective and efficient collaborative research activities;

· Provide inputs to key documents, briefings, reports, etc;

· Other duties as agreed with the Head of Stakeholder Liaison.


Deliverables:

· Monthly activity report

· Specific reports on relevant GoI’s processes/policies; inputs to ToRs and other key documents as needed.


Duration and Level of Effort:

The consultancy will require up to 192 days of input from November 2023 to November 2024.

Job Requirements:

Education:
A postgraduate degree is desirable (or other relevant qualification and substantial professional experience) in international development, social sciences, public policy or other related discipline.

Minimum Experience:
7 years in program management and stakeholders’ engagement roles

Essential Skills:

1. Previous experience with research and innovation projects in Indonesia is desirable;

2. Previous experience working with BRIN and Ministry of Education, Culture, Research and Technology is preferable;

3. Demonstrated experience managing coordination with GoI Ministries, and working knowledge of intersectionality and its application to policy and innovation cycles;

4. Strong interpersonal, communication skills and ability to interact and engage effectively with various stakeholders;

5. Proven experience of working with various GoI ministries, sub-national governments, CSOs, research communities, etc;

6. Experience with application of GEDSI in research management;

7. Knowledge of relevant government regulations and policies;

8. Demonstrated ability to work in a team as well as independently;

9. Strong writing, facilitation and presentation skills;

10. Fluent in Bahasa Indonesia and English.
