SUMMARY OF THE PROJECT
The ASEAN New Zealand Vision Fund is a five-year initiative designed to strengthen development cooperation between ASEAN and New Zealand. The Fund will support impactful projects in governance and security, economic cooperation, and climate change/environment, in alignment with the ASEAN New Zealand Plan of Action. Projects funded by the Vision Fund aim to build capability, foster deeper engagement, and encourage collaboration between ASEAN and New Zealand organisations, with a strong emphasis on gender equality, social inclusion, human rights, disaster risk reduction, and the needs of children and youth.

Role Overview:
The Fund Programme Manager will lead the Fund Management Services team, overseeing the design, establishment, and daily operations of the ASEAN New Zealand Vision Fund. The role will be responsible for guiding the team in delivering development initiatives across governance, economic cooperation, and climate change, ensuring all activities are strategically aligned and efficiently managed. The Fund Programme Manager coordinates closely with the ASEAN Secretariat, MFAT, and other stakeholders, directing the team in fund operations, contract and financial management, and reporting. Leadership is central to fostering collaboration, maintaining compliance, and promoting inclusion, gender equality, and environmental sustainability throughout all fund activities.

Key Responsibilities:

  • Lead the design and implementation of the Fund mechanism, including development of operational procedures and a monitoring, evaluation, research, and learning (MERL) framework.
  • Oversee the establishment and daily management of the Fund office, coordinating with the ASEAN Secretariat and managing operational requirements.
  • Ensure all funded initiatives meet the Fund’s criteria, conducting due diligence and quality assurance on projects and implementing partners.
  • Maintain relationships with implementing partners to ensure efficient and compliant delivery of initiatives.
  • Collect, analyse, and report data on project outputs and outcomes, supporting annual planning and reporting to governance bodies.
  • Support the organisation and management of fund-related events and respond to information requests from stakeholders.
  • Proactively identify and manage risks, maintaining a risk register and implementing mitigation strategies.
  • Ensure all activities comply with relevant policies, standards, and codes of conduct, with a focus on gender equality, inclusion, human rights, and environmental sustainability.


JOB REQUIREMENTS
Qualification

  • Advanced degree (Master’s or higher preferred) in international development, public administration, finance, business management, or a closely related field. 

General Experience

  • Minimum of 10 years’ experience in fund administration, programme leadership, or facility management within international development. 
  • Demonstrated experience in leading multidisciplinary teams and managing complex stakeholder relationships across government, multilateral, and civil society organisations. 
  • Proven ability to design, implement, and oversee systems, processes, and operational frameworks for large-scale funding programmes. 
  • Strong track record in contract management, financial oversight, risk management, and compliance with international standards and local regulations. 
  • Experience in undertaking due diligence, appraisal, and quality assurance of projects and implementing partners. 
  • Experience integrating cross-cutting themes such as gender, human rights, and environmental safeguards into programme delivery. 
  • Excellent communication, negotiation, and team leadership skills. 

Desired Experience

  • Experience delivering regional projects or programmes in the ASEAN region.  
  • Experience working with MFAT, ASEAN Secretariat, or similar international development agencies. 
  • Knowledge of New Zealand’s International Development Policy and local (Indonesian) law and regulations.  
  • Experience in fund promotion, communications, and event management. 

Period: January 2026 - Dec 2031; Full-Time
