The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to e ective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan to End TB, acting as a coordinator and catalyst for the range of partners engaged in the ght against TB.

As a key initiative of the Stop TB Partnership, the goal of the Global Drug Facility (GDF) is to facilitate worldwide, equitable access to TB medicines and diagnostics across both public and private sectors. This goal is achieved through management and coordination of market activities for the full portfolio of TB medicines and diagnostics, strategic procurement and innovative logistics solutions, technical assistance (TA) and capacity building for TB programmes in better pharmaceutical management practices, and accelerated uptake of new TB medicines, regimens and diagnostics using the GDF Launch Pad.

Stop TB/GDF’s Demand, Technical Assistance, and Capacity Building (DTC) Team is tasked with providing tailored technical assistance and capacity strengthening activities for procurement and supply planning (PSP) in 53 priority countries. The DTC Team also plays a key role in facilitating uptake of new TB medicines and diagnostic products by providing in-country and remote PSP-focused support for new tool introduction and scale-up, including implementing the technical assistance (TA) component of the StopTB/GDF Paediatric DR-TB Initiative to accelerate uptake of child-friendly formulations of medicines for DR-TB. The DTC team comprises a small team coordinating activities in Geneva, as well as Regional Technical Advisors based in some of the GDF priority countries and a pool of PSP consultants, with an overall responsibility for implementing the live and remote TA activities (e.g., missions).

The Programme Management Support Specialist’s role in the DTC team is to ensure that DTC PSP missions are coordinated, monitored and reported in a timely manner and that in-country aspects of new tool introduction are planned and completed in coordination with the overall Launch Pad approach for each new tool. Under the supervision and guidance of the DTC Team leader and in close collaboration with other teams in GDF, the Programme Management Support Specialist will serve as the day-to-day focal point for the StopTB/GDF Paediatric DR-TB Initiative – part of the GDF Launch Pad. This will include project managing new tool introduction, including engaging with other GDF teams (e.g., strategy, procurement, and supply teams) to coordinate required activities, monitoring cross-team implementation and providing updates on progress and challenges. She/he will also be overall responsible for coordinating missions and tracking key outcomes which will be used to guide future follow-up and mission planning by the DTC Team.

Functional Responsibilities

1. Project Manage the Stop TB/GDF Launchpad, coordinating with all GDF teams to meet internal timelines and donor deadlines

  • Implement, update, and improve tools to track the project’s progress, including maintaining project-management tools;
  • Monitor development of procurement supply and transition plans for new product introduction. Current focus on monitoring and reporting demand and uptake of child-friendly formulations of second-line anti-TB Medicines, including clofazimine and delamanid, and 2019 WHO DR-TB Guidelines. Focus areas will change as new products are lanched and new WHO recommendations are published.
  • Monitor and track progress against deadlines/timelines, including reconciling completed/not completed activities and providing regular updates, reports to DTC team leader and when necessary GDF management for their follow-up:
    • Work with the Strategy team to develop an overall approach for each new tool, including key activities required for each team and overall timelines for implementation.
    • Work with the Strategic Procurement and Business Intelligence team to monitor implementation of required supply and procurement activities and to facilitate reporting for internal and external parties.
    • Work with the country supply team to monitor placement of procurement orders, elaboration of grant agreements, and supply of products to countries.
    • Work and coordinate with the Regional Technical Advisors to monitor the introduction of the new products in countries and patient enrollment vs. planned.
  • Monitor and follow-up on the financial, budgetary and any outstanding issues concerning the project and provide regular updates to DTC team leader and GDF management for their follow-up;
  • Develop, draft, and submit Progress Reports for donors. Oversee and edit contributions from all GDF teams into all donor reports.
  • Develop and maintain on-line visualizations, power point slides, and other products to effectively communicate GDF activities, results, and impact.

2. Maintain systems to assist in planning, monitoring, and reporting of key issues, activities, and outcomes in GDF priority countries

  • Coordinate mission planning with RTAs and the DTC GVA team to ensure that all aspects around mission management are kept up to date in the dedicated tools;
  • Keep updated electronic Mission Planner and Tracking tool - that summarizes timelines,
  • context/justi cation, partner engagement and impact of all DTC meetings, training, and missions – for enhanced DTC activity monitoring;
  • Follow-up on preparations of all missions including review of respective documentation, as well as the collection of critical information following the mission into electronic monitoring tools;
  • Summarize information populated in DTC’s reporting system containing valid purpose and impact evidence of all DTC activities to inform GDF Management, other GDF teams, and Stop TB units accordingly.
  • Contribute to monitoring updating of PSP and early warning system (EWS) tools collecting and summarizing the evidence for the GDF decision-making on TB medicines supply practices at regional and global levels.
  • Support the DTC Team Lead and DTC Manager in developing new tools and improving existing tools to improve DTC Team communication and e ciency

3. General project and program management activities.

Given the dynamic nature of the work of GDF, the Project Management Support Specialist will be requested to provide support to all GDF teams and for any GDF initiatives as requested by the GDF Chief.

  • Advanced University degree (Master degree, PhD) in international development, public health (or health related), political science, science, social sciences, economics and/or related subjects.
  • A Bachelor degree with additional 2 years of experience, would be considered in lieu of an advanced university degree.
  • A minimum of ve (5) years’ progressive experience in providing technical assistance an/or support to international development and/or public health agencies at global or country level – ideally on projects/programmes focused on health commodities (HIV, TB, Malaria, Vaccines, etc);
  • Preferred - experience in project management on global health projects; experience on monitoring and evaluation (M&E) or QA systems for TB commodities - is an asset;
  • Experience in programmatic and/or procurement and supply programs, and/or forecasting and
  • quanti cation, including early warning systems - ideally on projects focused on TB commodities - is an asset;
  • Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work e ectively in a team spirit;
  • Excellent computer literacy and knowledge of MS O ce Package.
  • Excellent knowledge of English and French with proven ability to communicate (spoken and written) in a clear and concise manner.
  • Knowledge of other UN o cial languages would be considered an asset.
