Job Description

Statement of Duties to be Performed

A. Leadership/Management/Supervision (40%)
• Provides Mission-wide leadership, advice, and assistance in the planning, development, and preparation of design documents for USAID Projects/Activities from their inception to their final approval.
• Serves as a member of the PRO Senior Management Team in managing the Office.
• Serves as Strategy/Project/Activity Design Team Lead, supervising the Gender Specialist and Digital Development Advisor.
• Serves as the acting PRO Office Director (Deputy), when requested, supervising all staff.
• Supervises, mentors, and coaches staff within the Design team; mentors and coaches other PRO staff; and manages special projects.
• Acts as a primary Mission policy advisor on the ADS as it relates to strategy, program, activity design, and implementation.
• Coordinates with technical teams and maintains a multi-year design schedule for the Mission that corresponds with the life of the Mission’s strategy.
• As a Senior member of the PRO Office, provides input into the development of policy agenda, evaluation plans, and knowledge/performance management systems.
• Participates with Senior Mission staff in the formulation and review of USAID development strategies. Keeps abreast of development issues and changes in Government of Egypt (GOE) policy and regulations, and conceptualizes approaches USAID might adopt to address identified problems.
• Participates in the formulation of a prioritized design agenda at the beginning of each fiscal year.
• Based on knowledge of the host country, assists Mission management in the identification of options/strategies to promote broad-based, sustainable development.

B. Strategy Development/Planning/Analysis (40%)
• Prepares policy analyses on the Mission portfolio and makes recommendations to the Mission Management (Director, Deputy Directors, OAA and PRO Directors) on programmatic strategy.
• Ensures the cross-sectoral consistency of strategies in assigned areas by coordinating input from relevant offices and consulting with Mission Management/counterparts.
• Analyzes and prepares precise, accurate, factual, and analytical reports and indicators dealing with major developmental issues which affect USAID strategy and objectives.
• Keeps abreast of development issues and changes in GOE policy and regulations and conceptualizes approaches USAID might adopt to address identified problems.
• Designs and participates in cross-sectoral analyses (e.g., youth, gender, DEIA) in conjunction with technical offices and counterparts.
• Guides team to draft and review relevant Mission Orders, Automated Directive System chapters, and other relevant guidance.
• Develops and maintains continuing contact with the highest level of the government, public and private sector officials to consult, coordinate, and collaborate in carrying out design and implementation tasks related to the responsibilities discussed here.
• Advises Mission Management on a variety of important and politically-sensitive policy matters and positions of Egyptian government officials.
• Assumes responsibility for ad hoc assignments stemming from new USAID requirements, including those related specifically to strategy, program, activity development, Embassy requests, and USAID/Washington directives, as needed.

C. Project/Activity Design Lead (20%)
• Designs and participates in the conduct of in-depth technical, economic, financial, administrative, and social feasibility analyses of new projects/activities for the Mission.
• Coordinates with other program office counterparts and with technical offices to review the acceptability of proposals leading to awards.
• Ensures compliance with USAID design regulations and Mission procedures for quality documents, counterpart reporting, compliance with conditions precedent, and review of work plans in assigned strategic areas.
• Oversees and provides strategic guidance to teams during the project/activity development process, ensuring compliance with regulations, procedures, and pre-obligation requirements.
• Guides/coaches design teams through the process to: formulate project/activity design strategy, prepare and document project/activity outline and schedule, and review and revise project documents, etc.
• Advises and guides teams preparing statements/scopes of work and/or procuring technical services for design activities.
• Supports and/or feeds into major reporting and monitoring tasks such as Portfolio Reviews, the Operational Plan, the Performance Plan and Report, and USAID’s Portion of the U.S. Embassy’s Mission Strategic Plan and Integrated Country Strategy.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education:
• A master’s degree in Business Administration, Economics, International Public Administration, Evaluation, or another discipline related to host country economic, social, and/or democratic development is required.

Prior Work Experience:
• A minimum of seven (7) years of progressively responsible, professional-level experience in program planning, design, implementation, administration of private and/or public sector development projects/programs, financial and policy analysis, economics, or a related field is required.
• Prior experience as a team leader or providing technical guidance/strategic support to teams is required.
