This position is located In the Office of Trade and Labor Affairs (OTLA) in the Bureau of International Labor Affairs (ILAB). The Incumbent serves as a Division Chief in OTLA under the general supervision of the office Director or Deputy Director with primary responsibility for leading and managing the Trade Negotiations & Implementation Division in OTLA.

The incumbent is responsible for managing, coordinating, and implementing all technical and administrative functions related to his/her assigned division. This includes management of all activities in the division, development of policies and programs, maintenance of good public relations, and making independent decisions within broad agency and office policy.
Assists the Director or Deputy Director in conducting short- and long-term strategic planning and organizational performance management activities. Plays a leadership role in defining the division’s broad objectives, strategies for achieving those objectives, allocating resources to the achievement of those objectives, and measuring organizational performance. Reviews and approves division work products related to strategic planning, budget, and performance reporting. Determines the organization, structure, and work groups within the division.
Coordinates work within the division and with other entities outside the division, resolves differences, make decisions on divisional issues. Institutes improved control and cooperative measures as appropriate. Assigns tasks and assignments to staff and assesses quality of work products.
Leads and manages the day-to-day business operations of the division in areas such as administration, personnel and human resources, document clearances, travel, public outreach, and coordinating with the other OTLA divisions and offices in ILAB. Enforces office policies and processes around business operations and serves as an advisor on administrative policies and processes to division staff.
Directly supervises a staff of several International Relations Officers who are primarily at the GS-12 through GS-14 levels. Has primarily responsibility for division personnel matters such as the selection of staff, development of vacancy announcements, and performance and conduct issues. Is directly responsible for ensuring that direct reports maintain and even increase job performance and value as members of the division.
Ensures that the office appropriately formulates, negotiates, and implements policies related to the impact of International trade, economic policy, development finance, international development, and/or livelihoods policies on U.S. workers, U.S. Government (USG) policy priorities, and DOL/ILAB policy interests.
Confers with top officials of workers’ organizations, employers’ organizations, civil society organizations, other U.S. government agencies, Congress, foreign governments, International organizations, and others for the purpose of obtaining their opinions and official positions on various Issues related to trade and labor. Makes decisions on program and policy in view of comments and concerns of stakeholders.
Ensures that the office assesses countries’ compliance with international labor standards set by the International Labor Organization (ILO) with respect to forced labor, freedom of association, the right to collective bargaining, employment discrimination, and child labor and other international workers’ rights (e.g., acceptable conditions of work). Senior staff advisor on such matters to the Director, Deputy Director, and ILAB’s Office of the Deputy Undersecretary.
Negotiates policies and agreements and other efforts to effect the adoption of DOL/ILAB/OTLA policy positions. Develops and maintains office understanding of the underlying policy and political interests that drive DOL/ILAB/OTLA’s equities and other stakeholders’ equities.
Conducts research and formulates negotiating objectives and/or positions, including
coordinating and developing official positions on assigned areas of work. Formulates strategies and tactics for advancing ILAB policy positions and/or negotiating objectives.
