This position is located in the Washington, DC Commuting Area within the
Office of Security (SEC), at the U.S. Agency for International Development (USAID).
Duties
- Performs administrative and human resource management functions and establishes guidelines and performance expectations for staff members.
- Serves as technical authority in personnel security investigations; plans and conducts special investigations for complex and extremely sensitive critical national security issues requiring resolution or prosecution.
- Manages the background investigations program. Assigns case work and develops investigative approaches, ensures that investigations meet federal investigative standards and that security issues are identified and resolved.
- Analyzes and develops investigative policies, procedures, and guidelines applicable to a personnel security investigative program.
- Serves as an expert in the collection, control, and dissemination of investigation information.
- Establishes policy framework for a trusted workforce and continuous vetting of Agency employees.
- Develops work improvement plans, recommending personnel actions as necessary and provides advice and counsel to workers related to work and administrative matters.

Qualifications
This position serves as the Branch Chief within the Personnel Security Division, in the Office of Security for the US Agency for International Development. The incumbent of the position serves as a supervisor over the Field Investigations team and is responsible for developing policy and procedures in conducting personnel security investigations for determining an individual’s fitness for duty and eligibility for access to national security information. The incumbent will also manage the quality and timeliness of all background investigations in accordance with public laws and executive orders.
Specialized Statement
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) extensive knowledge of federal investigative standards; advanced skill in consolidating ostensibly disparate facts, events and other types of investigative materials; (b) skill in coordinating personnel security investigative operations on a sector-wide basis; and (c) skills in developing information on sensitive issues through further fact-finding to adjudicate cases against the national security adjudicative guidelines and Homeland Security Directives.
