Summary

This position is located at the USAID Annex, 500 D Street, SW, Washington, DC in the Bureau for Global Health, Office of HIV/AIDS(OHA), Strategic Information Evaluation and Information Division(SIEI) at the U.S. Agency for International Development (USAID). This is a Deputy Division Chief position and it reports to the SIEI Division Chief.

Duties

• As the Supervisory Public Health Advisor, you will be serving as the Deputy Division Chief in this position, performing the following duties:
• Provide technical expertise and analytic skills in strategic information and health information systems issues; developing policies, strategies and plans for HIV and public health programs for agency or sector-wide application.
• Advise on the development and application of evidenced-based practices in strategic information and data use practices in HIV/AIDS programming to contribute to HIV/AIDS epidemic control in a developing country.
• Advise field Missions, country or regional programs, and cooperating agencies in the application of HIV/AIDS strategic information and data use strategies for improved public health program outcomes.
• Enhance and coordinate effective working relationships across sectorial and organizational lines, including with GHSD, CDC, and other USG agency strategic information leads.
• Supervise a group of employees performing work at the GS-15 level and below; provide administrative and technical supervision necessary, to include performing administrative and human resource management functions.
• Provide technical guidance and direction to the Division, OHA and to PEPFAR-supported countries on program planning and reporting, and supporting the strengthening of country capacity related to strategic information and health information systems.

• Must be able to obtain and maintain a Secret clearance.
• Males born after 12/31/1959, must be registered with the Selective Service.
• You may be required to serve a one-year probationary period.
• You may be required to serve a one-year supervisory probationary period

Qualifications

Specialized Experience:
GS-15: In addition to the Selective Placement Factors, YOU MUST have one year of specialized supervisory experience equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Demonstrated program leadership and staff management experience to advance goals, and program outcomes for strategic information, health information systems and/or data science for USAID, PEPFAR and/or U.S. government (USG) programs in low or lower-middle income countries; b) Demonstrated experience in advising USG, host-county or external stakeholders in the field of strategic information, health information systems and/or data science for program planning and implementation in low or lower-middle income countries; C) Demonstrated program design and management experience for USG or other donor funded activities relevant to strategic information, health information systems and/or data science, including conceptualization for activity design and implementation in low or lower-middle income countries; AND D) Demonstrated ability in data analytics, monitoring and evaluation, and dissemination of key findings, cutting edge methodologies, and best practices related to strategic information, health information systems and/or data science.

SELECTIVE PLACEMENT FACTOR:

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: Do you have demonstrated expertise in leading strategic information? initiatives in public health or HIV programs in low or lower-middle income countries and supervisory experience for teams with mid to senior level staff? Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
