Project Name Field Support Services Project (FSSP), Tanzania.
Job type Consultant
Location of Position Based in Dar es Salaam, with responsibilities extending to all geographic areas across Tanzania mainland and Zanzibar.
Reporting to FSSP, Tanzania Project Manager
Remuneration Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame Fixed term of (1) year – with up to 30 hours a month LoE
Citizenship/Location A Tanzanian citizen. This position is open to experienced candidates currently based in or willing to relocate to Dar es salaam at their own expense.
Language Requirements Fluency in spoken and written English and Swahili.
Commencement Date 1st, December 2025

Project Description:
The Field Support Services Project (FSSP) in Tanzania is implemented by Alinea International with funding from Global Affairs Canada, delivers strategic technical and logistical support to enhance the impact of Canada’s development cooperation. Aligned with Tanzania’s priorities and Canada’s Feminist International Assistance Policy, FSSP strengthens programming across key sectors including environment and climate change, education, health, gender equality, communication, extractives, public finance, infrastructure, and M&E (Result-Based Management)

About the work
The Extractives Specialist provides consultancy Services to the FSSP Tanzania. Specifically, the role holder responsibilities include but are not limited to:

  • Providing technical assistance to Global Affairs Canada (GAC), the Government of Tanzania, and other development stakeholders on the extractives sector in Tanzania.
  • Contributing to the development of Canada’s policy advocacy and programming in the extractives sector in Tanzania and the region.
  • Supporting GAC’s engagement with the Government of Tanzania and other development partners in the extractives sector.
  • Maintaining updated knowledge of extractive sector stakeholders, policies, strategies, and programs in Tanzania.

The Role
Tasks include, but are not limited to:

  • Collecting and sharing information on Tanzania’s extractives sector. This includes monitoring priorities, developments and trends; following the development and implementation of key national policies and programs; assessing the roles and activities of key stakeholders, including the private sector and relevant industry networks and groups, international financial institutions, donors and others.
  • Developing and presenting analysis of extractive sector issues for GAC, the Government of Tanzania, or other development partners. This includes reviewing legislation, policies, regulations, strategic documents, private sector activities etc.
  • Develop and maintain strong, collaborative relationships with government officials, civil society organizations, industry networks and other development stakeholders in the extractives sector.
  • Participate in technical platforms, working groups, or other relevant coordination fora.
  • Contribute to strategic planning and project pipeline development.
  • Support project implementation, delivery, monitoring and evaluation.
  • Support preparations for events and meetings, including briefing materials and coordination with relevant partners.
  • Perform other duties and activities as requested in support of GAC’s engagement in the extractives sector.

Required Qualifications

  • Advanced studies at the master’s or doctorate level in natural resource management disciplines, with a focus on extractives policy/regulations, economics/political economy, business, etc.
  • Fluency in spoken and written English and Swahili.
  • A minimum of eight (8) years of cumulative, full-time, professional work experience in the extractives sector in Tanzania in a management, policy, or business role.
  • Tanzanian mining sector governance & institutional frameworks; legislation & policies; sustainable mining & ESG; mineral value chains and market dynamics; international mining standards and trends; artisanal and small-scale mining.

In addition to the key qualifications above, the incumbent is also expected to demonstrate the following skills and competencies:

  • Ability to liaise effectively with stakeholders such as government officials, development partners, and civil society organizations.
  • Strong research, analytical and writing skills, with a focus on the ability to synthesize and present information and advice in a coherent and organized fashion.
  • Strong in-person communication and collaboration skills.
