Sou Capaz Project, an upcoming World Bank-funded initiative under the East Africa Girls’ Empowerment and Resilience (EAGER)program. This regional project, to be implemented
in Mozambique, aims to enhance girls’ and women’s educational attainment and
earning capacity, and strengthen institutional capacity for gender equality.
The positions are contingent upon the project being awarded by the World Bank. We are currently recruiting for the following positions:
1. Team Lead
2. Monitoring & Evaluation (M&E) Specialist
3. Community Engagement Specialist
4. Training Specialist
Each position plays a critical role in the project’s
success, ensuring that activities are implemented effectively and that project
objectives are met. Below are the detailed job descriptions and requirements
for each of these positions. Women

The Team Lead is a consultancy position based in Maputo. They are responsible for strategic
and managerial oversight, project quality,and team leadership. The Team Lead oversees
project coordination, implementation, monitoring, and evaluation. The Team Lead will be the official representative of World Education for this project in Mozambique. As such, they will build and maintain excellent
communications and professional relationships with relevant stakeholders, especially government counterparts.
● Provide leadership, management, and strategic direction to achieve project goals, objectives, and targets.
● Oversee program implementation, providing the strategic direction, technical
vision, and approach.
● Provide technical assistance to the National Youth Institute (INJ)under the supervision of the Ministry of Youth and Sports (MJD),the Ministry of Labour,
Gender and Social Action (MTGAS).
● Manage and directly supervise the project team,
including the Monitoring & Evaluation Specialist, Community Engagement Specialist, and Training Specialist.
● Represent the project with the INJ,MTGAS, and other key stakeholders and ensure
that the project activities are meeting client and stakeholder expectations.
● Ensure compliance with the award terms and JSI/WE and World Bank policies, rules, and regulations.
● Lead project planning, facilitate performance management, and oversee the preparation of routine and ad-hoc performance reports as well as technical deliverables.
● Ensure compliance with JSI and USAID policies, rules, and regulations, as well as the country’s legal and regulatory frameworks, and ensure open and transparent communication with HQ and the National Program Manager.
● Ensure quality and timeliness of work and completion of all activities within budget.
● Oversees the development of appropriate planning, monitoring, management and control systems to ensure informed
decision-making and implementation of project activities.
● Oversee the monitoring of project activities and ensure that lessons learned are integrated into ongoing activities.
● Ensure that results are in line with objectives.
● Take corrective action if necessary.
● Perform other duties as may be assigned by the supervisor from time to time.
● Master’s degree in anthropology, sociology, psychology, economics, pedagogy,
public health, or a related field.
● Minimum of 10 years of experience in leading, designing, and implementing
programs focused
on youth and/or girls’ empowerment, community engagement,
education or related areas,
preferably in Mozambique.
● Deep knowledge of the institutional, social, and cultural reality of Mozambique.
● Demonstrated managerial and organizational skillsin a fast-paced environment
with flexibility to adapt to changing priorities and deadlines.
● Demonstrated leadership and strong interpersonal skills.
● Ability to establish and maintain excellent relationships with team members,
clients, and other cooperating agencies.
● Big picture thinker with strong team-building and organizational skills preferred.
● Excellent communication and stakeholder management skills, including written and spoken English fluency(native or equivalent). Proficiency in Portuguese is preferred.
● Prior work history with World Bank-funded projects is a plus.
