Team leader and Key experts for Environmental Impact Assessments

for an EU-funded project in Turkey:

Project Title: ”Technical Assistance for Strengthening the Capacity of the Ministry of Environment and Urbanization on Environmental Impact Assessment (EIA)”

Donor: EU

Country: Republic of Turkey

Status of Project: prequalification

Project start: possibly end of 2016 or in 2017

Project duration: 15 months

Title of Positions/Vacancies: Team leader and Key experts for Environmental Impact Assessments (EIA)

Working station: Ankara, Turkey

Project Objectives:

- technical assistance in the tasks regarding EIA report review (Annex I of the EIA Regulation);

- legislation and comparison studies of EU and Turkish EIA Regulations;

- institutional capacity building activities in the EIA field;

- technical assistance in the tasks regarding project identification file review (Annex II of the EIA

Regulation) and identification of screening criteria;

- development of a monitoring information system (MIS).

To support this project GOPA Consultants and its project partners are looking for a

Environmental Impact Assessments (EIA) expert / team leader

(specialized in EU and Turkish EIA legislation)

Job Description:

For the team leader position:

- overall management responsibility for the entire project;

- interfacing with Ministry of Environment and Urbanization and the EU;

- finance administration of the project following EDF regulations.

For the team leader position and other Key Expert positions in the project:

- advising on comparison of EU and Turkish EIA Regulations;

- desig of trainings in the EIA field;

- preparation of guidance documents for EIA reports and project identification files prepared for

the projects listed in the Annex I and II of the EIA Regulation.

Qualification and Skills:

- master’s degree in climatology, environmental sciences, environmental management and policy,

or a related field;

- excellent command of written and spoken English; Turkish would be an asset.

General professional experience

- minimum of 10 years of general professional experience in the area of EIA.

Specific professional experience

- working experience in conducting environmental impact assessments in EU member state

following EU directives on EIA;

- profound knowledge of EIA Directives of the EU;

- demonstrable experience in designing and conducting capacity development actions in the EIA

field;

- previous work experience in IPA countries would be an asset;

- candidates for the team leader position need to prove experience in leading a team of

multidisciplinary experts in a long term project/assignment in which EIAs was a substantial part

of the scope of activities.
