Team Leader and TVET Governance Policies Expert (part-time)

Job Description

The expert will be responsible for coordinating the task he/she is implementing with relevant
stakeholders, the team working with him/her as well as the Project Manager of the Governance
Component. He/she will be in charge of the work of other experts involved in the different
activities related to his task and their deliverables as well as identifying the expected outcomes and
reporting any expected delay in these outcomes.

Starting date: November 2016

Duration: 26 months (min. 240 wd)

Requirements:

Qualifications and skill:

  • University degree (preferably at Master‟s level) in related fields: TVET, public administration, economics, human resources management, or any other subject relevant and closely related to the assignment;
  • Excellent organizational and coordination skills;
  • Fluency in writing and speaking in English;
  • Sound knowledge of the project cycle management. In particular, a good understanding of the European Union project implementation rules is an asset;
  • Strong expert leadership and team building capacities will be highly valued;
  • Excellent writing and reporting skills;
  • Excellent presentation skills;
  • Analytical and computer skills will be highly valued;
  • Excellent interpersonal skills are preferable.

General professional experience

  • At least 10 years professional experience in consultancy related to development cooperation;
  • Demonstrated experience in planning, monitoring and reporting on activities implemented by a team of experts;
  • Proven relevant professional experience in Egypt would be an added advantage;
  • Proven experience as Team Leader in at least one 3-year EU funded TA project related to the Reform of TVET system, and at least of similar size and complexity is considered an added advantage;
  • Knowledge about key TVET-related institutions and authorities that could provide peer learning through planned study visits.


Specific professional experience

  • Minimum of 7 years of the professional experience gained in managing projects involving multiple technical aspects: developing new TVET policies, developing sectoral skills standards and organizing peer learning activities including study tours and workshops;
  • Strong capacity in stakeholder consultations, project evaluation and policy reform processes;
  • Proven experience in transferring international experiences and best practices as well as delivering advices in TVET governance matters;
  • Proven experience in participatory and consultative processes, including facilitating workshops, stakeholder consultations, project evaluation and policy reform processes;
  • Strong and proven knowledge about TVET Sector in Egypt will be an asset;
  • Knowledge about developing sectoral skills standards;
  • Experience in developing scholarship models for career and technical education covering a combination of academics, hands-on training and career preparation and their financing modes.
