For an on-going project, GITEC Consult is looking for an experienced Team Leader / Chief Technical Adviser (f/m) with specialisation in Agro-Economy and Rural Development with regional focus on Ethiopia / Sub-Saharan Africa.

The Project

The purpose of the overall project is to strengthen the drought resilience of the pastoral and agro-pastoral population living in the border area in northeast Ethiopia. The specific project purpose (outcome) of the FC intervention is to increase the income of the
rural population, to use alternative sources of income and to enhance rural livelihood in a sustainable way.

The achievements of the project objective will be measured with the help of the following indicators, which can be further specified or modified in the course of the project implementation:

  • Reduction of periods with food assistance in households within the intervention area from x to y month per year;
  • Increase in number of households with secured food supply;
  • Decline in number of people affected by droughts, intermittent floods and land degradation;
  • Decline of conflicts over use of natural resources in the intervention area;
  • Increase in pasture and arable land managed by (agro) pastoralists (at least 20% women) with sustainable cultivation methods adapted to climate change;
  • Increase in number of households that diversify their food and fodder supply by agropastoral small-scale irrigation systems;
  • Increase in the number of livestock per household and in the region;
  • Increased income per household;
  • Increase in the proportion of households with permanent access to drinking water for human-beings and livestock;
  • Increase in number of pastoralists who report that their access to education and health services has improved.

Target groups will be the pastoral and agro-pastoral population of the Dikhil Cluster in Ethiopia.

Your Main Duties in this Position

The International Chief Technical Adviser will work on a full-time basis throughout the assignment (10 months per year). The CTA will be based in the Afar region (Semera) with frequent travels to the project area in Somali region and to Addis Ababa.

The tasks of the CTA are comprehensive and include (but are not necessarily restricted to) the following:

  • Provide MOLF/DRSLP with advice and guidance on the implementation of the project;
  • Provide general management and oversight of the project results and measures in accordance with the approved logical frame and time schedule;
  • Identify specific targets and verifiable indicators based on the existing log-frame in consultation with the MOLF and KfW, and monitor progress and performance based on these indicators;
  • Prepare together with the PCU the Inception Report, the annual work plans / operational plans and reports; particularly, ensure establishment of internal and external reporting system.
  • Assist in procuring works, goods and consulting services according to agreed procedures;
  • Manage the disposition fund including the cross-checking/assessment of disbursement claims (specimen signature for Withdrawal Applications);
  • Carry out the financial monitoring of approved budgets;
  • Work together with the other members of the PCU with local and regional (woreda / kebele) stakeholders to develop appropriate approaches on implementing the project; communicate under the guidance of the Steering Committee with national and
    international stakeholders or development partners for strengthening the project approach;
  • Provide the experiences of the Project to MOLF in an appropriate way so that they can use them for policy / strategy formulation and implementation, the development of respective procedures and guidelines;
  • Link project measures with the experiences and other ongoing activities supported by German Technical Cooperation;
  • Carry out the technical and contractual supervision of project personnel and subcontractors; oversee construction work in coordination with the engineering consultants;
  • Act as local primary point of contact for MOLF and the various cooperation partners;
  • Support the evaluation/review of the project (including during inspection missions) as appropriate;
  • Manage and coordinate M&E activities;
  • Develop and regularly update a crisis preparedness strategy for the Consultant’s personnel.
Your Educational Background
  • Postgraduate university degree in agro-economy or a related discipline (rural development in a wider sense)
Your Expertise / Profile
  • At least 10 years of practical professional experience in the sector (own practical experience in the sector preferably through long-term assignments in development cooperation);
  • Good understanding and proven track record in areas such as integrated rural development, land use planning, participatory approaches, community development, natural resource management, land use techniques, rural education and health services, etc.
  • Work experience preferably in African countries with similar socio-economic conditions; previous work in African dry land ecosystems and/or with pastoral communities would be a strong asset;
  • Experience as team leader preferably in long-term assignments;
  • Strong background in management and financial administration of development projects;
  • Professional experience with donor-funded projects; specific knowledge of German Financial Cooperation (management procedures, reporting, etc.) would be a strong asset;
  • Proficiency in the English language is a requirement.
