SUMMARY OF THE PROJECT
The South Tarawa Water Supply Project (STWSP) was approved in August 2019 and is financed by the Government of Kiribati, Asian Development Bank (ADB), the Global Environment Facility, the Green Climate Fund, and the World Bank. The project will combat factors that result in the high incidence of waterborne disease in South Tarawa, the capital of Kiribati, through the delivery and effective management of new and rehabilitated climate-resilient water supply assets and of improved hygiene practices. The project executing agency is the Ministry of Finance and Economic Development (MFED) while the implementing agencies are the Ministry of Infrastructure and Sustainable Energy (MISE) and the Public Utilities Board (PUB).

The STWSP Project Management Unit (PMU) is established and is responsible for the day-to-day management and implementation of the project. The Project Implementation Assistant Consultant (PIAC) will be supporting the PMU in management and implementation of the project including support to the Employer’s Representative(s) of the GDW-1 contract and the GDW-2/1 and GDW-2/2 contracts.


KEY RESPONSIBILITIES
The Team leader has overall responsibility of providing construction and compliance supervision, reviewing contractor reports, and delivering technical assistance as required by the PMU:

  • Leading a team of technical experts effectively.
  • Supervise compliance with the laws of Kiribati, ADB’s Safeguard Policy Statement and ADB’s Anticorruption Policy.
  • Preparing quarterly progress reports and annual reports.
  • Develop quality control procedures, as applicable.
  • Review the design and construction contractor’s design drawings and calculations to check arrangement for optimized operation and maintenance and verify compliance and contract specifications.
  • Facilitate joint Safety in Design review processes in accordance with Safe Work, Australia guidelines and codes of practice for
  1. a) safe design, manufacture, import and supply of plant; and
  2. b) civil and structural works designed by the contractor. This may include but is not limited to: Construction Hazard Assessment Implication Reviews (CHAIR) and Hazard and Operability (HAZOP) studies.
  • Coordinate design changes to achieve to-time and to budget subproject delivery. Prepare change orders, and assist the project manager to negotiate with the contractor to implement the changes.
  • Provide training and capacity building as applicable.
  • Update Safety Management Plan (SMP), including the completion of supplementary risk assessments and safe operating procedures (SOPs).
  • Maintain overall contract and compliance records.



JOB REQUIREMENTS
Education:

  • Bachelor’s degree in engineering or a related field.

Minimum Experience:

  • 15 years’ demonstrated experience in management of water supply.
  • 10 years of experience in monitoring compliance of construction and infrastructure projects.
  • Previous experience as Team Leader on ADB TAs and/or loans and on similar projects financed by multilateral development agencies in the South Pacific is preferred. Previous experience with capacity development and training preferred.

Essential Skills:

  • Leadership skills.
  • Knowledge and understanding of Pacific region and their culture.
  • Technical knowledge on water supply, desalination plants, construction and compliance supervision.


Language Proficiency: English

Employment Conditions: 15 Person Months over 2 year project. Travel to Kiribati expected, with couple of weeks in the field.
