Proposal Objective:

DFID Ethiopia wishes to contract a Service Provider for its Portfolio Assurance `Programme phase II, a successor to the original Ethiopia Portfolio Assurance Programme (EPAP I). This will be an up to three-year, up to £1m. contract, with a break point at the end of each year, and is anticipated to start in 2018. This programme will continue to strengthen DFID Ethiopia’s ability to identify, understand, address and manage the major governance, management and financial risks at programme level in what is one of DFID’s largest programme portfolios. Under this call down contract, DFID Ethiopia will request:

  • Specialist reviews of governance and financial management of partner organisations;
  • Cash flow tracking to map and confirm the flow of funds and the robustness of the data that trigger release of funds;
  • Interpretation of finance and assurance reports;
  • Flexible, targeted technical advice. This will include providing advice and guidance on strengthening systems, with the aim of improving practices of DFID Partners where necessary.
  • The programme will develop tools to contribute to building the capability of DFID Ethiopia staff in effectively managing programme risk.
    • This will include providing the DFID Ethiopia portfolio with a database of risk searchable by sector, location and implementing partner, drawn from previous audit and EPAP reports
    • This data will assist staff designing and managing programmes to identify likely risk areas and themes in order to better direct risk mitigation strategies from the outset.
  • Influence Government partners’ approaches to tackling and managing fiduciary risk and corruption in their own programmes.
  • Conduct up to 10 assessments under each of the high risk programmes.

Position Description:

SI is seeking a Team Leader to lead the design and implementation of this programme. S/he should have knowledge of how to lead fiduciary risk and auditing programming efforts. S/he would oversee all technical, financial and administrative aspects, and serve as SI’s representative to DFID/Ethiopia. This is a full-time position based in Addis Ababa, Ethiopia.

Responsibilities:

  • Oversee the financial, administrative and technical aspects of the programme.
  • Develop the work plan and budget, coordinate activities, arrange and lead periodic meetings, consolidate individual input from team members, and coordinate the process of assembling the final findings and recommendations into high-quality document.
  • Provide overall leadership for the team and be the principal liaison with DFID.
  • Provide strategic vision and overall leadership, and ensuring the provision of timely, relevant, high quality services from both Ethiopia-based long-term staff and incoming short-term consultants.
  • Serve as principal responsibility for management of all aspects of the contract and serve as the primary point of contract with DFID Ethiopia on day-to-day implementation and management issues; supervising the work of all personnel assigned to tasks.
  • Ensure timely information on the progress and status of all activities; and ensure the DFID-compliance and integrity of programme operations.
  • Conceptualize, deliver, and arrange for the delivery of high-quality evaluation, monitoring and learning interventions for DFID Ethiopia and other stakeholders.

Qualifications:

  • Minimum of a Master’s degree and at least 10 years of leadership and management of programmes of similar scale.
  • Knowledge and understanding of DFID evaluation and funding mechanisms, as well as deep skills in assessing fiduciary risk and auditing.
  • Demonstrated M&E technical skills including data collection and verification, annual and mid reviews, rigorous mid and final evaluation designs/methodologies, qualitative and quantitative data analysis, sector assessments.
  • Familiarity with DFID project cycle, policies, regulations, and monitoring and evaluation methodologies and reporting requirements.
  • Experience in joint or collaborative evaluations as well as learning activities and events.
  • Experience in assessing the costs of developing and managing international development projects and an understanding of how these might be different under different funding mechanisms.
  • Strong understanding of DFID’s Value for Money (VfM) concept and ability to develop VfM metrics.
  • Fluency in English required.
