Job Description

IBTCI is currently implementing the Accelerating Capacity for Monitoring & Evaluation (ACME) activity in Bangladesh in support of USAID’s Feed the Future (DO2) and Global Climate Change (DO4) portfolios, contributing to the long-term, sustainable development of MEL practices in Bangladesh.

IBTCI/ACME is seeking a Team Leader/Evaluation Specialist for its Final Performance Evaluation of USAID’s Agriculture Input Project (AIP), a five-year activity, which started in September 2012 and is being implemented by CNFA in collaboration with the Spatial Systems Associates, Capacity Building Service Group, GMark, Ashroy Foundation, Banchte Shekha and Association of Voluntary Actions for Society (AVAS). This is an activity under “Development Objective (DO) 2: Food Security Improved,” of USAID Bangladesh’s Country Development Cooperation Strategy (CDCS).

This is a short-term consulting opportunity, approximately 55 days of full-time engagement during May-July 2017. This position will require 5-6 weeks of work in Dhaka, Bangladesh, with some travel anticipated within other areas of Bangladesh.

Responsibilities

The Team Leader/Evaluation Specialist will:

  • provide overall leadership to the team
  • finalize the evaluation design, coordinate activities, arrange periodic meetings, consolidate individual input from team members, and coordinate the process of assembling the final findings and recommendations into a high quality document
  • lead the preparation and presentation of the key evaluation findings and recommendations to USAID/Bangladesh team and major stakeholders.
Qualifications
  • Graduate degree (postgraduate degree preferred) in agriculture, agronomy, economics, agribusiness, or an applicable social sciences field.
  • International consultant with a minimum of 10 years of work experience.
  • Demonstrated experience of leading at least two evaluations of projects with similar scope and complexity within the last 5-6 years.
  • Extensive experience in conducting quantitative and qualitative evaluations and strong familiarity with agri-business, market information system, capacity development, productivity, and input markets.
  • Must be familiar with USAID regulations and systems including performance monitoring and evaluation guidance.
  • Experience in international donor development program management is preferred.
  • Excellent oral and written skills in English are required.
  • Relevant experience in Bangladesh or South Asia is preferred.
