Job Description

Kantar Public seeks an experienced Team Leader to spearhead the final evaluation of an economic development project with the IFC and Global Affairs Canada in Cote d’Ivoire, Ghana, Guinea, and Kenya. The program’s overarching goal is to improve the social and economic benefits for the poor and impacted living in communities hosting natural resources or infrastructure projects (extractives/mining, energy, and infrastructure sectors).

The Evaluation will aim to assess the Program’s approach, achieved results to date, and the likelihood of achieving its stated objectives. Assessment will be based against the Program’s logframe and OECD DAC criteria (including relevance, coherence, effectiveness, efficiency, impact, and sustainability). It will be a mixed-methods evaluation.

The expected work start date is March 12, 2023, with an estimated timeframe of 3-4 months. The LOE for this evaluation is 1 person-month, equivalent to about 22 days. Please note that this proposal position is contingent on final contract award.

Requirements:

  • Minimum 10 years of relevant evaluation experience from donor-funded technical assistance or advisory programs; recent experience as Team Leader or Principal Investigator on a final evaluation of similar sectoral/geographic focus
  • Sound knowledge of energy, mining, and infrastructure projects and local economic development approaches in these sectors
  • Prior experience doing related work in the African region
  • Citizenship/work authorization and relevant local language proficiency in any of the following countries: Kenya, Cote d’Ivoire, Ghana, or Guinea
  • Bachelors degree required. Advanced degrees and certification to perform the assigned tasks preferred.
  • Strong oral and written communication and interpersonal skills in English

Preferred Qualifications:

  • Evaluation experience from donor-funded technical assistance or advisory programs targeting communities hosting energy, mining, and infrastructure projects is strongly preferred
  • Familiarity and experience with the OECD DAC criteria
  • Fluency in French is highly preferred
