WFD is looking for an experienced international Team Leader to lead on
the delivery of the “Strengthening Social Cohesion through Civil Society and
Mass-Media in Moldova (COSMA) Programme.
The COSMA Programme is tendered by the Swiss Agency for
Development and Cooperation (SDC). This initiative aims to empower mass-media
and civil society organizations to function as agents of accountability,
cohesion and transformation, using citizens’ priorities as entry points as well
as attain a widespread societal consensus and support for an inclusive
nation-building and cohesion of the Moldovan society based on democratic principles.
Key details
The Team Leader will act as the head of the Facilitation
Unit (FU) the team responsible for overall management of the programme.
In collaboration with key stakeholders the FU will; develop
annual plans, provide high quality progress reports, based on an outcome
monitoring system. Organise and coordinate the implementation of all project
activities agreed with the stakeholders; manage the project funds; monitor
performance; report back to the donor and develop products for communication.
The position is based in Moldova,
with a possibility for remote or hybrid work from Moldova. The
position is available to Moldovan nationals and to candidates from other
nationalities, subject to the necessary right to work requirements being met
and the successful acquisition of the relevant Moldovan work permit.
Required qualification, experience and expertise
· Higher education qualification(s) in law, public
administration, governance, or other relevant topic (e.g. civil society, media,
social cohesion and/or peace-building or other advanced education) for the
proposed positions
· At least 10 years of experience in working with
governance, civil society, media and media organisations, social cohesion or peacebuilding.
· A track record of managing complex
projects/programs (at least GBP 3,000,000) with a multi-partner set up.
· Excellent knowledge and experience of civil
society and mass media sectors in Moldova.
· Proven knowledge of EU integration processes, in
particular how this translates into a transformation of the governance system
in Moldova, including development of civil society and media.
· Extensive knowledge in a and change management.
Confirmed experience in facilitation of change processes, mediation and
managing and coordinating complex interventions.
· Experience in conducting Political Economy
Analysis.
· Confirmed experience in program management and
in the management of a team in size of 5 to 10 staff members.
· At least five years of professional experience
in the Eastern European region.
· Excellent English skills. Working knowledge in
Romanian or Russian is an advantage.
· Demonstrated strengths in problem-solving,
teamwork, time management, and attention to detail.
