Technical Advisor TVET
Place of work: Phnom Penh, Cambodia
Employment start: 1st December 2021 (negotiable)
Contract duration: until June 2024; with option of renewal


Responsibilities
The overall responsibility of the Technical Advisor is to provide technical support to the Team Leader and the team in the field of TVET for the implementation of the Skills Development Programme (SDP). The Technical Advisor reports to the Team Leader. The following are the responsibilities of the Technical Advisor:

  • Support the Team Leader in programme coordination, overall programme steering (including active participation in bi-annual Steering Committee meetings) and strategic review (meetings and other activities of the Strategic Review Panel).
  • Contribute to reporting and planning procedures including the elaboration of the annual and half-yearly reports and yearly plans of operation.
  • Provide technical support and advice to the Monitoring and Results Measurement (MRM) Manager and his/her team in all work related to MRM, i.e., development of monitoring and measurement plans, result chains, output and outcome monitoring (related to the SDP Logical Framework), evaluations, assessments, analyses related to cost effi-ciency, etc.
  • Ensure Inclusive System Development (ISD) is built into all interventions of SDP and support the teams in designing interventions
  • Support the Intervention Managers in designing and adapting interventions.
  • Support capacity building, coaching, and training of team members on Swisscontact’s working areas in Skills Devel-opment (Initial VET, Labour Market Insertion, and Up-skilling and Reskilling), as well as the Working Principles and Sustainability Criteria.
  • Support the team leader in carrying out quarterly review meetings by compiling results, providing recommenda-tions, and suggesting course correction where necessary.
  • Lead knowledge management and harvesting of good practices and lessons learned in the project.
  • Participate in internal and external events, webinars, discussions, and fora related to TVET/Skills Development.
  • Contribute to the discussions in the Communities of Practice of Swisscontact and SDC related to Skills Development and TVET.
  • Support communication-related activities of SDP in close collaboration with the Communications team.
  • Maintain and build relations and manages information exchange and coordination with relevant other projects and organisation in the TVET field, including Government, Private Sector and Civil Society Organizations.
  • Support and work closely with the technical advisor for Hospitality Training.

Requirements

  • Master’s degree (or equivalent) in Economics, Social Sciences, Educational Sciences, Engineering, Business Admin-istration, or any other relevant field.
  • At least 3 years proven experience in the field of TVET, preferably in the field of in international development co-operation.
  • Knowledge and relevant working experience in the Swiss and dual Vocational Education and Training (dVET) system.
  • Experience with and knowledge of the Cambodian TVET system is an asset.
  • Experience in the implementation of e-learning, dual-training, apprenticeship training and/or workplace-based learning.
  • Sound understanding of current pedagogical/andragogical and methodological concepts for TVET.
  • Well established capacity to develop and execute plans with partners as well as to monitor and evaluate results.
  • Strong intercultural communication skills.
  • Prior experience in coaching and mentoring.
  • Willingness to travel to remote rural areas.
  • Familiarity with mainstreaming gender equality and social inclusion in projects.
  • Familiarity with developing products for internal and external communication as well as knowledge management processes.
  • Excellent command of written and spoken English.
