Job Description

Responsibilities:

1. Provide technical leadership and oversight for the project’s TA and capacity building stream of work

2. Conduct comprehensive PMEL capacity assessments of FCDO partners and stakeholders to identify priority TA needs and opportunities

3. Design tailored TA packages including trainings, on-the-job mentoring, coaching, secondments, peer learning to address identified capacity gaps

4. Develop practical, user-friendly tools, templates, guidelines and job aids to support partners to strengthen PMEL systems, processes and skills

5. Deliver engaging PMEL capacity building workshops using adult learning and participatory training methods; develop self-guided e-learning courses where appropriate

6. Provide hands-on coaching and mentoring to partner PMEL staff through regular check-ins, joint field missions, remote support to institutionalize new capacities

7. Facilitate secondments and peer learning exchanges between partners to promote cross-pollination of ideas, approaches and lessons

8. Support partners to develop and implement PMEL capacity building and professional development plans to incentivize continuous learning and improvement

9. Monitor and evaluate effectiveness and outcomes of TA activities; document capacity development case studies, lessons and success stories

10. Contribute TA and capacity building expertise to project planning, reporting and learning; represent the project in external PMEL capacity building forums

Qualifications:

• Advanced degree in international development, capacity building, organizational development or a relevant field

• Minimum 8 years of experience designing and delivering TA programs for PMEL in developing countries, with at least 5 years in a senior advisory role

• Deep knowledge of PMEL capacity building best practices, tools and approaches across diverse country contexts and partner types (government, civil society, private sector)

• Proven expertise in conducting participatory capacity assessments, developing creative TA solutions, and evaluating capacity development outcomes

• Solid grounding in andragogy and experience with a wide range of participatory training and facilitation techniques

• Strong skills coaching, mentoring and building trust with diverse partners; ability to provide pragmatic, context-relevant advice and support

• Excellent inter-cultural communication skills; able to translate complex PMEL concepts into accessible language for non-technical audiences

• Familiarity with FCDO MEL approaches and tools; experience delivering TA for FCDO funded programs in Kenya/East Africa an asset

• Collaborative team player able to work effectively with and influence diverse project staff, partners and stakeholders

• Proactive, solutions-oriented and able to adapt TA approaches in fluid contexts

• Strong program management skills to deliver high-quality TA on time and within budget
