Job Description

Key Expert 1: Designated Team Leader (Technical Cooperation Advisor/ Logistic performance Officer) for 410 working days

Educational Qualifications and Skills

  • Advanced university degree (minimum Master Degree) in Economics, International Law, Finance or Business Administration, Trade, Development, Logistics.
  • Fluent in spoken and written English with good reporting, interpersonal and communication skills;
  • Proven experience to work in good partnership with local staff;

General Professional experience

  • The expert must have at least 15 years of work experience in one or more of the following areas: external cooperation, logistic management in the public sector (i.e. Trade, Industry, Transport or Finance) or the private sector, facilitation of privatization of public entities
  • Experience in organizing and conducting training in technical matters
  • Good knowledge of planning and implementation of capacity building actions, in ACP countries is required

Specific Professional Experience

  • At least 3 years of experience of advising high level public and/or private sector logistics management or working as a logistics expert in public institutions or private entities.
  • Previous experience in the articulation and drafting of projects or programmes, identification of assistance/ consultancy needs, terms of reference etc.
  • Previous experience of advising high level Public policy or regulatory bodies, in development cooperation and negotiations will be an asset
  • A good knowledge of, and experience in the use of project cycle management processes
  • Experience in Ethiopia is considered to be an asset

Key Expert 2: Senior Statistics Expert for 260 days

Educational Qualifications and Skills

  • Advanced university degree (minimum Master Degree) in Statistics, Information Science, Economics, Finance or Business Administration, or statistics-related engineering areas
  • Fluent in spoken and written English with good reporting, Interpersonal, communication and motivational skills;
  • Proven capacity to work in good partnership with the local staff

General Professional experience

  • At least 10 years of professional experience in the area of building statistical systems and/or statistical data collection and analysis.
  • Demonstrated ability to deal and manage with diversity of stakeholders with divers interests and understand the EU development cooperation framework is needed
  • Knowledge budget support operations is an asset
  • At least 2 years experience in monitoring and evaluation of projects and/or programmes

Specific Professional Experience

  • Previous experience of advising national and sectoral government entities for data quality, utilization, and M&E systems Experiences in supporting statistics national agencies/institutes would be an asset
  • Proven experience in working in a team demonstrating professional facilitation, mentoring and advisory skills

  • Pool of non key experts, to provide ad hoc expertise such as short term TAs for conducting studies in connection with improving doing business in Ethiopia, facilitating WTO accession, private sector development, regional economic integration, rescheduling of debt for maintaining macroeconomic stability so as to attract more external resources. These ad-hoc Non-Key Experts are intended mainly to provide for capacity gaps in the various line ministries and other beneficiaries in preparing projects under 11th and 12th EDF and to provide any necessary ad-hoc services such as reviews, not foreseen in the project design.
