Job Description

Program Background

The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia’s support for primary health care in line with Indonesia’s health transformation agenda.

Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

The program’s long-term goal will be guided by four end of program outcomes (EOPOs):

· Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.

· Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups.

· Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.

· Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.


The Role
Objectives of the Role

The Technical Disability Coordinator will be part of the GEDSI Team and will provide technical leadership to ensure disability inclusion is systematically integrated across KITA SEHAT’s program activities. The role will support the embedding of GEDSI principles across program teams and work closely with the Technical Gender Coordinator and other technical specialists across the human and animal health sectors to strengthen inclusive program design, implementation, and learning.

The coordinator will support the technical design and implementation of disability-inclusive interventions at national and sub-national levels and contribute to the effective management of GEDSI-related activities. This includes providing technical inputs to program planning, implementation, monitoring, and learning processes to strengthen inclusive and responsive primary health care outcomes within the KITA SEHAT portfolio.

Working under the guidance of the GEDSI Lead, the role will also support engagement with Government of Indonesia counterparts, DFAT, civil society organisations (CSOs), and Organisations of Persons with Disabilities (OPDs)—including both organisations of persons with disabilities and organisations for persons with disabilities—as well as relevant sub-national stakeholders, to ensure disability equity and social inclusion are embedded in program partnerships and implementation. The coordinator will collaborate with technical, MEL, operations, and communications teams to support quality assurance and effective delivery of GEDSI-responsive activities.

Roles and Responsibilities

1. Technical Support and Implementation

· Support the day-to-day coordination and implementation of disability equity and broader social inclusion activities in line with the KITA SEHAT strategy and its overall goal of strengthening Indonesia’s health system transformation.

· Contribute technical inputs to ensure disability inclusion is integrated into program design, planning, and implementation across relevant workstreams.

· Work closely with the Technical Coordinator for Gender and technical members to ensure alignment and coherence in the implementation of GEDSI priorities across program activities.

· Coordinate with technical teams and partner organizations across the human health and animal health sectors to integrate disability considerations into sectoral interventions, technical assistance, and program delivery.

· Support capacity building for the internal KITA SEHAT team to strengthen understanding and application of disability inclusion and broader GEDSI principles in program activities.

· Support the development and application of technical tools, guidance, and frameworks to strengthen disability-inclusive governance, service delivery, and workforce approaches.

· Assist in the design and implementation of GEDSI-related studies, pilots, and national or sub-national capacity-building initiatives, as required.

· Contribute to the preparation of implementation and progress reports, ensuring disability considerations and results are appropriately captured.

2. Stakeholder Engagement and Coordination

· Contribute to the planning and implementation of the GEDSI Strategy and Action Plan, including organising consultations and coordination meetings with relevant government counterparts.

· Support engagement with DFAT and Government of Indonesia counterparts on disability inclusion, particularly in strengthening inclusive health services for persons with disabilities.

· Coordinate with other DFAT-supported programs and partners to strengthen collaboration and knowledge sharing on disability inclusion and broader GEDSI priorities.

· Support engagement with Organisations of Persons with Disabilities (OPDs)—including organisations of persons with disabilities and organisations for persons with disabilities—as well as relevant civil society organisations and sub-national stakeholders.

· Work closely with the Technical Coordinator for Gender and other technical specialists across human and animal health sectors to ensure coherent GEDSI integration across program activities.

· Support coordination with Program, MEL, Operations, and Communications teams to strengthen the implementation and quality assurance of GEDSI mainstream and targeted activities

3. Program Management, Compliance, and Reporting

· Assist with resource management, including disability-related work planning, budget allocation, and monitoring of activity expenditure.

· Coordinate with the Operations, Program, and Development Effectiveness teams to support compliance, quality assurance, and monitoring and evaluation of GEDSI-related activities.

· Support the GEDSI Lead in compiling evidence, documentation, and lessons learned for six-monthly and annual reporting, as well as knowledge and learning products from GEDSI implementation.

· Ensure compliance with DFAT, DT Global, and KITA SEHAT policies, including gender equality, disability inclusion, fraud and anti-corruption, child protection, PSEAH, and environmental safeguards.

· Uphold adherence to operational policies, procedures, and manuals issued by DT Global and KITA SEHAT.

About You

Selection Criteria

Essential Experience and Knowledge

· Bachelor’s degree in social sciences, development studies public policy, public health, or related field of study, with a minimum of 5 years of working experience.

· Demonstrated experience and commitment to gender equality, disability equity, and social inclusion issues, including a sound knowledge of relevant GoA and GoI legislation and policies.

· Demonstrated experiences working with government of Indonesia, OPDs, and CSOs

· Proven ability to develop and implement GEDSI responsive approaches within program or organisations, particularly in relation inclusive health services.

· Strong attention to detail, and ability to systematically analyse issues and identify practical solutions.

· Excellent facilitation skills with experience engaging with a wide range of stakeholders, including government counterparts

· Demonstrated ability to work independently, manage competing priorities, and deliver high quality outputs under tight deadlines.

Desirable

· Experience working health system strengthening, primary health care, public health, and or animal health programs particularly those focused on advancing disability equity goals.

· Experience working on a DFAT funded development program and familiarity with DFAT strategies and policies related to GEDSI and safeguards.

· Familiarity with disability inclusion frameworks and approaches, including the role of OPDs and CSOs in policy and program implementation.

· Understanding of Indonesia’s decentralized governance context, including engagement with sub-national governments and local stakeholders.
