About the Role

We are searching for an experienced Program Effectiveness Director to be based in Suva, Fiji, with travel across the Pacific region and Timor-Leste. This is a two-year appointment with the possibility of extension, reporting to the Team Leader.

As a core member of the Executive Leadership Team, the Program Effectiveness Director has overall responsibility for leading the Program Effectiveness team and driving continuous learning, improvement, and impact across Pacific Australia Skills. This includes leading the integration of GEDSI, locally led development, climate change and disaster resilience, First Nations participation, MEL, and strategic communications into program design and delivery.

About You

Duties for this role will include:

• Serve as an active member of the Executive Leadership Team, contributing to program strategy, meeting client requirements, and supporting the development and quality of key deliverables including Annual Work Plans and Quarterly Updates

• Provide line management and leadership to the Program Effectiveness Team, overseeing functions across GEDSI, CCDR, communications, MEL, locally led development, and First Nations participation

• Lead the development and implementation of investment-level strategies and action plans including the GEDSI strategy, MEL framework, strategic communications, First Nations Participation Plan, and locally led development approach

• Oversee the Program Effectiveness Panel with a focus on fostering locally led expertise from across the Pacific and Timor-Leste, and contribute to the development of key regional partnerships

• Ensure high-quality deliverables are produced on time, managing team performance, mentoring, and maintaining strong relationships with regional partners and stakeholders

• Contribute to other tasks as required to support the smooth and effective delivery of Pacific Australia Skills.

Essential Requirements:

• Experience living and working in the Pacific region and/or Timor‑Leste, with understanding of political, social, and development dynamics.

• Proven ability to achieve and report on development outcomes, integrating cross‑cutting issues into program design, implementation, monitoring and evaluation.

• Track record of leading collaborative cross-functional teams to produce high-quality deliverables.

• Exceptional written and verbal communication skills, with the ability to produce well-crafted reports and briefs and work effectively with stakeholders at different levels.

• Demonstrated ability to build and maintain effective partnerships with government, NGOs, donors, managing contractors, and other stakeholders to support shared development objectives.

• Tertiary qualifications relevant to the role, with experience on DFAT‑funded or similar development programs considered an advantage.

• Strong understanding of, and commitment to, GEDSI, Child Protection, PSEAH, anti‑corruption, environmental protection, human trafficking prevention, and other DFAT safeguarding requirements.

• Ability and willingness to travel across the Pacific region and Timor‑Leste as required
