Job Description

Chemonics International seeks a Technical Director for the USAID funded Climate Finance for Development Accelerator (CFDA). The CFDA Technical Director will serve as part of the core management team of the project. The Technical Director is envisioned to provide leadership over distinct, high-profile CFDA activities such as the Climate Gender Equity Fund (CGEF) and other, new activities as identified. CGEF will support CFDA’s objectives to increase access to finance for the investment vehicles, businesses, and community-based organizations developing and scaling women-led and women-benefiting climate solutions. The Technical Director will further support internal and external representation for activities under their responsibility, including client and co-investor relationships. The Technical Director will actively contribute to technical design, innovation, and inclusion in support of CFDA objectives. CFDA will harness a new generation of climate entrepreneurs producing innovative solutions to monumental challenges and shift stakeholder mindsets to recognize the value of harnessing local knowledge, expertise, and solutions in a locally led climate finance ecosystem. CFDA will use an approach that is (1) flexible and client-centered, providing USAID missions a mechanism to quickly access tools, information, and technical assistance to capitalize on climate finance opportunities that align with mission needs; (2) a platform for partnership facilitation that co-creates innovative and inclusive climate partnerships at the global, regional, and country levels and pairs these with results-based grants and subcontracts to de-risk investments and advance NPI and localization; (3) elevates learning to help USAID acquire and share evidence to promote more inclusive, locally led, and climate-smart development models; (4) focused on impact, using a facilitative approach that catalyzes at least $2.5 billion in non-USG finance, maximizes DFC and other USG tools, and helps at least 20 countries’ CFEs sustain equitable, resilient net-zero economies.

Responsibilities

  • Provide leadership, technical direction, and management oversight for 2-3 distinct activities and results
  • Build and maintain relations with USAID, CGEF co-investors, implementing partners, and other stakeholders in support of the Chief of Party
  • Maintain open, two-way communication with USAID, private sector partners, and Chemonics’ CFDA team
  • Develop and communicate (verbally and in writing) the objective and strategic vision for activities and CFDA writ large to internal and external audiences, including CFDA staff, USAID counterparts, and private sector stakeholders
  • Oversee development and implementation of annual activity implementation plans, providing technical direction to project staff, subcontractors, and grantees
  • Manage and coordinate the implementation of activities across project partners, ensuring successful integration of activities
  • Oversee and contract performance in compliance with contract provisions and manage contract finances (budget and fund allocations)
  • Provide strategic management and oversight of the project’s sub-award portfolio, in close partnership with the Project Management Unit
  • Ensure that all program deliverables and work products are provided on time and are of high quality
  • Identify issues and risks related to project implementation in a timely manner and lead on appropriate program adjustments
  • Work with the Chief of Party to consult and coordinate with USAID, other donors, CGEF co-investors and stakeholders to identify priorities including seeking private sector input on advancing the buy-ins objectives
  • Represent and communicate project activities and objectives in diverse settings, including high-level U.S. government entities
  • Coordinate with complementary USAID projects and other donor and multilateral institution efforts to develop a collaborative plan that align but does not duplicate efforts
  • Contribute to designing and implementing strategic communications campaigns to support the USAID activity and the stakeholders
  • Support build-out of the CGEF co-investor portfolio in order to achieve ambitious co-funding targets
  • Supervise buy-in partnership managers and other support staff
  • In coordination with CFDA technical team, contribute to the CFDA learning agenda, and ensure the dissemination of lessons learned and best practices

Qualifications

  • Bachelor’s degree in business, economics, sustainable finance, international development, gender studies, or a related field
  • Minimum 8 years of experience in a relevant technical field; at least two years of experience working effectively in international operating environments with USAID or other donor counterparts
  • Advanced knowledge and skills in blended finance, climate finance, impact investment, and/or private sector engagement required
  • Experience in women’s economic empowerment and/or applying gender equity and social inclusion (GESI) lenses and frameworks to programs and projects preferred
  • Demonstrated ability to liaise with senior government officials and private sector counterparts
  • Experience supervising staff and activity implementation required
  • Strong interpersonal, analytical, and problem-solving skills
  • Demonstrated leadership, versatility and integrity
  • Fluent English oral and written communication skills are required; proficiency in another language preferred

The Salary Range for this position is expected to be: $103,680 - $129,600
