Through the Aqaba Amman Water Desalination and Conveyance Project- AAWDCP Procurement Support Contract-APSC, CDM Smith provides assistance to the Ministry of Water and Irrigation in Jordan- MWI, and by extension the Special Tendering Committee-STC, Technical Committee-TC and the Negotiation Committee assigned for the project, to finalize and sign the AAWDCP Project Agreement between MWI and the preferred bidder and financial closure with the preferred bidder for the AAWDCP.

CDM Smith is also providing support to MWI and the National Conveyor Program Management Unit- NCPMU in fulfilling their responsibilities during the Limited Notice To proceed-LNTP period that commenced in July 2025.

Primary Purpose of Job:
In this position, the Technical Specialist Engineer will assist the COP and the DCOP and take leading role in supporting the team by coordinating and validating technical aspects of project procurement and implementation activities for the AAWDCP. This role ensures that all technical requirements are accurately reflected in the design documents, evaluations, and other deliverables provided by the Project Company, while maintaining compliance with relevant standards. The scope includes multi-disciplinary coordination for a desalination plant, conveyance pipeline system, and photovoltaic (PV) power plant under a single EPC package, requiring strong interface management and integration across civil, mechanical, electrical, process and renewable energy disciplines. The position ensures that design, engineering, procurement, and construction activities are technically aligned, compliant with contract requirements, and executed efficiently across all project stages.

Additionally, the Technical Specialist Engineer will be required to spearhead technical discussions with the Project Company and other stakeholders and may be tasked with other assignments necessary for CDM Smith to fulfill its obligations to the client and beneficiary, as directed by the COP and DCOP.

Responsibilities:
• Works collaboratively within a team of global professionals in the main tasks of the project.
• Reviews highly complex engineering designs including participation in reviewing and evaluating the final designs of the project, ensuring their compliance and alignment with the overall project requirements.
• Act as the primary technical interface between CDM Smith, MWI, Project Company, Owner’s Engineer and the EPC contractor.
• Review and validate technical inputs provided by subconsultants and reviewers on all technical documents (specifications, calculations, drawings, performance requirements) for desalination, conveyance, and PV systems.
• Ensure consistency and compliance of technical documentation with project requirements and Project Company’s obligations.
• Coordinate multi-disciplinary technical reviews (civil, mechanical, electrical, and renewable energy).
• Manage technical meetings, interface workshops, and follow-up actions
• Resolve technical queries and RFIs in coordination with technical teams, MWI, Project Company and relevant stakeholders.
• Provide technical input during negotiation and finalization of project technical documents.
• Support quality assurance processes for technical deliverables across all components
• Identify technical risks in procurement packages and propose mitigation strategies.
• Support resolution of technical disputes during the implementation phase of the project. as well as support in resolving the technical deviations, nonconformities, and change requests.
• Provide technical guidance during design development, constructability reviews, and value-engineering exercises.
• Monitor and evaluate project company’s proposals for interfaces between desalination, conveyance, and PV systems to ensure seamless integration.
• Support the project team with inputs for progress reports, forecasts, risk registers, identify schedule bottlenecks, technical risks, and interface constraint
• Prepares documents in multiple formats in both Arabic and English that contain technical information.
• Works in a multi-disciplinary and cross-cultural work environment, closely coordinating with team members in Jordan and throughout the firm.
• Attends regular meetings with the USA Embassy in Amman, the Government of Jordan’s Ministry of Water and Irrigation (MWI), the Technical Committees, the Special Procurement Committee and the Negotiation Committee assigned for the project.
• Provide support to MWI/NCPMU in organizing and conducting site visits with NCPC and its contractors to finalize site definition maps, establish project boundaries and coordinate land allocation and expropriation with stakeholders.
• Assists, as directed by the COP/DCOP with the development and submission of various deliverables associated with the project including technical reports/memos, administrative reports, and presentations.
• All delivery output must be done adhering to company policy and quality standards and in alignment with contract requirements.
• Participate in the development of any cloud-based Document management System including defining the processes, review cycles and other structural elements of the DMS.

Minimum Qualifications:

• Bachelor’s degree in civil engineering, Environmental Engineering, or a related field.
• 18+ years’ experience in large-scale infrastructure projects, including water desalination, conveyance systems, and renewable energy with proven experience in overseeing the construction of such projects (without direct site supervision)
• Proficient in English and Arabic (speaking, reading, and writing).
• Expertise in Civil 3D, Water CAD, Storm CAD, GIS, and spreadsheet software.
• Licensed Civil Engineer through the Jordan Engineers Association.
• Must be a Jordanian citizen and legally eligible to work in Jordan.

• Demonstrated ability to lead and coordinate technical teams Proven experience in governmental stakeholder coordination.
• In-depth knowledge of EPC procurement processes, technical specifications, and contract administration.
• Experience in multi-disciplinary coordination and interface management for integrated packages.
• Ability to manage multiple priorities under tight deadlines.
• Strong interpersonal and negotiation skills.
• Proactive approach to risk mitigation

Preferred Qualifications:

• Master’s degree in civil engineering, Environmental Engineering, or a related field and/or Project Management Professional (PMP) certification are plus.
