EnCompass LLC seeks a Technology Enhanced Learning (TEL) Manager I to serve as the management focal point for the Technology Enhanced Learning workstream for the USAID-funded Generate Results within Our Work (GROW) project. The GROW Learning Innovation and Technology Manager I manages and delivers effective virtual learning activities under TEL. In partnership with other workstream leads and the project management team (PMT), the GROW Learning Innovation and Technology Manager I manages virtual requests across GROW workstreams and the STTAs required to meet those requests, manages the DRG Center’s portfolio of e-learning modules, ensures the application of high-quality standards for virtual sessions/webinars, serves as an in-house tech advisor for new, industry-standard technologies for virtual events and the Democracy, Human Rights and Governance (DRG) Conference. The GROW TEL Manager I serves as the project’s primary lead on all TEL initiatives and coordinates closely with USAID subject matter experts to ensure the development of quality and innovative virtual learning activities.

Position Duties and Responsibilities

Essential functions include:

Management

  • Manage activities from design to implementation, including scope, timeline, quality assurance for assigned learning activities
  • Manage consultants and external producers to develop virtual learning activities, ensuring that they follow the GROW TEL SOPs and remain on time and professional in delivering expected materials
  • Commission and manage additional internal and external resources as required
  • Manage deliverables and reports, including but not limited to, Weekly Updates, Quarterly and Annual Reports, After Action Reports, etc.
  • Manage TEL learning evaluation systems and processes and communicate information with clients
    • Liaise closely with client to ensure virtual learning deliverables and other objectives are met in a timely manner
    • May supervise and/or mentor staff

Technical

  • Participate in discussions about offering innovative methodologies and approaches to training, virtual and hybrid sessions and convening, including an annual DRG Conference.
    • Work with subject matter experts to define learning objectives, identify learning solutions, select content and create evaluation measures
    • Support the design of dynamic, VIRTUALVVVVl (or hybrid) learning session designs including macro designs based on client content, micro designs, and session scripts, using creative, innovative and evidence-based approaches
    • Provide support to the needs assessments and training evaluation, using mixed methods approaches
    • Respond to on-demand requests that focus on the use of technology, or communication skills
    • Ensure all e-learning products are high quality and, when appropriate, employ innovative approaches to TEL
    • Liaise with EnCompass’ Digital Learning Hub as needed to ensure GROW leverages full scope of innovation and TEL resources to meet client demands
    • Serve as the technology lead for the annual DRG Conference
      • Procure a conference platform
      • Design and deliver high-level production plenaries
      • Liaise with vendor to setup and deliver the platform according to timeline
      • Manage internal and external stakeholders including the Conference Committee, producers, speakers, etc.
      • Provide guidance on best use of digital technologies to enhance participant engagement and learning

General

  • Develop and maintain positive and productive relationships with all project stakeholders
  • Commitment and willingness to advocate for integrating gender and inclusive development and diversity, equity, and inclusion into technical and operational tasks and activities
  • Serve as a resource to Business Development teams by contributing to proposal development processes, to include developing LOE estimates and writing technical approaches
  • Liaise with Digital Learning Hub to ensure GROW e-module and other TEL activities receive ample development support
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass activities
  • Other duties as assigned

Position Requirements

Qualifications

  • Minimum of a Bachelor’s Degree and 6 years of relevant experience; Master’s Degree and 4 years of relevant experience; High School diploma and 10 years of relevant experience; or Associate’s Degree and 8 years of relevant experience

Experience and Skills

  • Experience in supporting interactive learning experiences and based on experiential, adult-centered learning, and using blended learning and innovative technologies
  • Knowledge of principles of learning including adult learning, participatory methods, instructional design, Appreciative Inquiry, e-learning, and related topics
  • Experience in e-learning, webinar production, and face-to-face facilitation
  • Adept at identifying and framing problems, setting priorities, and making critical assessments
  • Exceptional presentation, communication (verbal and written), and facilitation skills
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Ability to interface with USAID staff and other clients in a professional, constructive, and solution-oriented manner
  • Experience in the field of international development, working in cross-cultural environments
  • Proficient in the use of Google Meet, WebEx, and/or Zoom, as well as the Microsoft Office suite
  • Experience working on DRG-related themes preferred
  • Ability to work in an appreciative and strengths-based environment
  • Fluency in language(s) other than English and experience working or living overseas preferable
