DEval is conducting an evaluation on the promotion of decentralization by the German Federal Ministry for Economic Cooperation and Development (BMZ). Objectives of the evaluation are to analyze success in the support of national decentralization processes as well as to trace the learning processes and adaptations of BMZ and its partners in dealing with challenges resulting from the national and local contexts over the period of the engagement. The evaluation conducts case studies in a sample of partner countries of German development cooperation.
As part of the evaluation, DEval will conduct a field study in Benin between 19 August 2024 and 20 November 2024. DEval is looking for a consulting team consisting of one Senior Evaluator and one Junior Evaluator to prepare, implement, and follow up on the field study on behalf of DEval. The Senior Evaluator and Junior Evaluator shall apply as a team. There will be an extensive onboarding of the consultants by Deval before the field study starts.
Tasks will include literature/document review and participation in onboarding-workshop, preparation of field visits, data collection, documentation of the interviews and focus groups, data analysis and reflection as well as a final report.

The German Institute for Development Evaluation (DEval) was established in 2012. It provides governmental and non-governmental development cooperation organisations with independent and scientifically sound evaluations, which they can feed into their strategies, instruments and programmes. By enabling evidence-based policy-making, DEval aims to make German development cooperation more effective and to increase transparency in the use of public funds. For this purpose, DEval is mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ).
