Job Description

Chemonics seeks a tender specialist to support our Procurement and Supply Management project. Procurement and Supply Management (PSM) is a five-year, multi-billion dollar project funded by United States Agency for International Development (USAID) that will consolidate the procurement and assistance components of the current USAID DELIVER and USAID Supply Chain Management Systems (SCMS) programs. The project will be the primary vehicle through which USAID will procure and provide health commodities to partner countries and provide assistance to improve countries’ management of the health supply chains for such commodities. To support global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health, the project has three primary objectives: global commodity procurement and logistics, systems strengthening to support in-country supply chain management, and collaboration via strategic engagement to improve long-term global supply of health commodities.

The tender specialist will ensure contract compliance for procurement and supplier contracts.

Responsibilities include:

  • Monitors the tender submission process for formatting, completeness, consistency, and compliance
  • Assists in the management of data related to the tendering process
  • Liaises with Buyers, Procurement/Market Analysts, and Transaction Procurement Specialists to provide contractual and compliance advice
  • Ensures the completeness and accuracy of contracts, including monitoring all related liabilities and third party contracts
  • Stays abreast of and communicates any changes in contractual requirements


Qualifications:

  • Bachelor’s degree or equivalent work experience
  • Minimum 3 years of procurement, supply chain, and/or technically relevant work experience
  • Solid understanding of USAID and other Federal Acquisition Rules
  • CIPS, CPSM, or other relevant procurement certification preferred
  • Experience living or working in developing countries preferred
  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings
  • Strong knowledge of MS Office applications
  • Ability to work both independently and as part of a team
  • Demonstrated integrity, independent thinking, judgment, and respect for others
  • Fluency in written and spoken English required; proficiency in a foreign language of USAID-supported countries desirable; knowledge of French, Spanish, or Portuguese preferred
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries
