Responsibilities:
1. Lead the design and implementation of the project’s quality assurance system for third party monitoring activities
2. Develop standardized tools, templates and guidance notes for planning, implementing and reporting on TPM to ensure consistency and quality
3. Conduct quality assurance reviews of all TPM deliverables, including monitoring plans, data collection tools, fieldwork reports, databases and final analysis
4. Provide technical feedback and guidance to TPM teams to address any gaps or issues identified through QA processes
5. Facilitate learning sessions with TPM staff and partners to share best practices, lessons learned and recommendations for continuous improvement
6. Lead the development of TPM training materials and build capacity of staff, enumerators and partners on QA standards and processes
7. Conduct periodic field visits to audit TPM data collection, storage and management processes; recommend remedial measures as needed
8. Analyze QA review findings to identify trends, risks and systemic issues affecting TPM quality; escalate critical issues to project leadership
9. Prepare quarterly synthesis reports on the quality and credibility of TPM outputs with recommendations for FCDO and implementing partners
10. Engage with FCDO, partners and the wider TPM community to stay abreast of evolving industry standards, methodologies and technologies; incorporate learning into project QA approach
Qualifications:
• Advanced degree in international development, research methods, statistics, evaluation or a relevant field
• Minimum 8 years of professional experience in monitoring and evaluation of development programmes, with at least 5 years leading TPM quality assurance efforts
• Deep technical knowledge of TPM approaches, methodologies, standards and best practices, especially in fragile and conflict-affected contexts
• Proven expertise in developing and operationalizing QA systems, tools and processes for complex, multi-sectoral TPM portfolios
• Strong quantitative and qualitative research skills, including sampling, tool design, enumerator training, data quality audits, analysis and reporting
• Thorough understanding of data ethics, protection and privacy principles and protocols in the context of TPM
• Excellent skills in capacity building, facilitation and mentoring of teams to build QA capabilities and culture
• Robust analytical and problem-solving skills to diagnose TPM quality issues and devise practical solutions
• Meticulous attention to detail and commitment to maintaining the highest standards of rigor, ethics and credibility in TPM
• Ability to work independently and collaborate effectively with diverse internal and external stakeholders
• Solid project management skills to lead multiple QA workstreams and deliver high-quality outputs on time and within budget
• Experience conducting TPM in Kenya and the East Africa region strongly desirable; familiarity with FCDO TPM approaches and requirements an asset
