Job Description

Overview

SoCha is a US-based international development monitoring and evaluation (M&E) firm that is currently bidding on a US Trade and Development Agency’s (USTDA) request for quotes (RFQ) for an M&E contractor to assess and report on the outcomes of USTDA-funded activities. USTDA links U.S. businesses to export opportunities by funding project preparation and partnership building activities that develop sustainable infrastructure and foster economic growth in partner countries.

The successful offeror will secure a five-year contract with one base year and four option years.

SoCha is seeking multiple highly-qualified Evaluation Analysts to present in its bid to USTDA. The Evaluation Analysts will produce between 200 and 250 evaluation reports of USTDA- funded activities (such as reverse trade missions, training grants, and pilot projects) and a final report that documents the Agency’s impact on trade promotion and the achievement of development benefits. The Evaluation Analysts will report to the M&E Project Manager.

Key Responsibilities

  • Work independently and manage a portfolio of multiple evaluations with biweekly delivery requirements
  • Manage a portfolio of evaluations that produces contractual deliverables (brief evaluation reports, internal evaluation reports, and the annual inception report and final report in accordance with USTDA guidelines)
  • Perform desk research, review project records, and analyze quantitative and qualitative data
  • Coordinate outreach with the M&E Project Manager and follow strict communication protocols
  • Conduct telephone interviews or video calls with key stakeholders (including USTDA leadership, US companies, host country project sponsors, financiers, etc.) and document findings
  • Write brief but compelling evaluation reports in English that include draft findings and recommendations
  • Incorporate feedback from the USTDA M&E Program Office, Regional Directors and Country Managers into the draft evaluations
  • Synthesize evaluation findings across the portfolio into the final report to drive actionable learning, offering insight into the most impactful USTDA-funded activities
  • Help the M&E Project Manager present the annual report to the USTDA Program M&E Office, Regional Directors, and Country Managers and incorporate feedback.

Experience and Qualifications

  • Bachelor’s Degree and three years of program evaluation work experience OR a Master’s Degree and two years of program evaluation work experience.
  • Demonstrated experience preparing high-quality analytical reports in English as part of evaluation, research, or technical work experience
  • English fluency and exceptional writing and interviewing skills are mandatory. A second language is preferred, especially French, Portuguese, Spanish, Arabic, Hindu, or Mandarin.

Location

Washington, DC Metropolitan Area (work from home plus occasional presence at USTDA’s office in Arlington, VA as required).
