Overview

SoCha is a US-based international development monitoring and evaluation (M&E) firm that is currently bidding on a US Trade and Development Agency’s (USTDA) request for quotes (RFQ) for an M&E contractor to assess and report on the outcomes of USTDA-funded activities. USTDA links U.S. businesses to export opportunities by funding project preparation and partnership building activities that develop sustainable infrastructure and foster economic growth in partner countries.

The successful offeror will secure a five-year contract with one base year and four option years.

SoCha is seeking a highly-qualified Project Manager to present in its bid to USTDA. The Project Manager will both oversee and work with a small team of Evaluation Analysts to produce between 200 and 250 evaluation reports of USTDA-funded activities (such as reverse trade missions, training grants, and pilot projects) and a final report that documents the Agency’s impact on trade promotion and the achievement of development benefits.

Key Responsibilities

  • Manage the M&E project’s schedule, progress, staff, and rigor
  • Serve as the main point of contact for the USTDA Program M&E Office and key stakeholders including Regional Directors and Country Managers
  • Oversee the Evaluation Analysts in their day-to-day work
  • Conduct select evaluations that require specialized M&E experience or additional rigor to ascertain benefits
  • Manage strict communication protocols for team communications with USTDA, US companies, host country project sponsors, financiers, and other stakeholders
  • Maintain the evaluation schedule and ensure the consistent delivery of bi-weekly progress and draft report submissions
  • Mentor the Evaluation Analysts as they incorporate USTDA feedback into the evaluations to achieve continual quality improvement and internal learning
  • Document and present key findings and recommendations to drive actionable learning, offering insight into the most impactful USTDA-funded activities
  • Assure the quality of all contract deliverables (brief evaluation reports, internal evaluation reports, and the annual inception report and final report)
  • Present the annual report to the USTDA Program M&E Office, Regional Directors, and Country Managers and incorporate feedback.

Overview Experience and Qualifications

  • Bachelor’s Degree or higher; Master’s Degree preferred
  • Ten years of experience managing teams that conduct work in M&E, global research, or similar disciplines that promote US trade with international development benefits
  • Demonstrated experience preparing high-quality analytical reports in English as part of evaluation, research, or technical work experience
  • English fluency and exceptional writing, interviewing, and presentation skills are mandatory. A second language is preferred, especially French, Portuguese, Spanish, Arabic, Hindi, or Mandarin.

Location

Washington, DC Metropolitan Area (work from home plus occasional presence at USTDA’s office in Arlington, VA as required).
