Job Description

Chemonics seeks an operations risk manager (ORM) for the Libya Transition Initiative (LTI) 3, a USAID/OTI-funded program that aims to increase Libya’s resilience to fragmentation and spoilers. Activities are designed to support the following objectives: stability in strategic, conflict-affected areas is improved; inclusive, representative governance institutions demonstrate benefits or progress; and the influence of militant and extremist groups and values in strategic areas is reduced. These objectives are mutually reinforcing and achieved through clusters of activities that address complex, unpredictable events with flexibility and speed. The operations risk manager (ORM) will report to the chief of party and will be permanently based in Tunis, Tunisia, with possible travel to Libya, pending security and travel clearances from Chemonics. The ORM position is a full-time, long-term security position for Chemonics International focused on events and risk factors in Libya and requires high performance in the areas of team and workflow management as well as in information collection and analysis, networking, incident management, and risk analysis. The ORM will be responsible for ensuring that senior Chemonics management remains apprised of security trends and incidents on a continual basis and that Libyan staff are advised of threats and situations that may impact their safety or the safety of program implementation. The ORM will also work to develop the professional competency and capabilities of Libyan security staff responsible for the safety and security of project personnel and facilities. Responsibilities include:

  • Supervise and technically oversee the Libyan security team, ensuring quality control of department products and efforts and effective workflows
  • Provide training on acceptance-based risk management, standard operating procedures, and effective communication of local events and trends
  • Draft operational security policies, and prepare procedures to implement the policies upon approval; review existing policies on an ongoing basis and recommend changes as appropriate
  • Provide risk assessments, supporting the development of tactical plans for the conduct of secured movement as well as venue risk-management requirements
  • Provide advice, guidance, and directives to ensure that the LTI 3 field offices establish best practices in safety and security protocols
  • Identify and evaluate risks to the program staff and property, and design and implement measures to mitigate risks
  • Conduct personnel, facility (offices and residences), and operational-threat and risk assessments for the project
  • Make recommendations for security enhancements and modifications, and ensure that approved recommendations are implemented
  • Take a lead role in information and data consolidation in regions and in providing stakeholders with strategic analysis and recommendations on findings
  • Maintain the operational security platform and ensure the efficient and effective day-to-day operation of the department
  • Assess and approve travel plans for Libyan staff visiting other regions to include monitoring the regional security environment during such visits
  • Provide timely reports to the chief of party to ensure awareness of the security status and risks
  • Act as Libya-wide crisis manager and coordinate security lockdowns, evacuations, and responses to security incidents for local staff in Libya and expatriate staff in Tunisia

Qualifications:

  • Expatriate/third-country national status or Libyan dual citizen status and a current passport
  • Minimum of eight years of experience in security, crisis management, and research and analysis
  • Strong understanding of the security situation in Libya; experience in Libya strongly preferred
  • Experience in remote programming support strongly preferred
  • Experience in low-visibility approaches to security platforms
  • Ability to establish strong working relationships with project stakeholders
  • Ability to develop relationships with the security community, international community, local formal and informal power structures, and other local actors
  • Experience managing other security personnel
  • Ability to lead and inspire a multidisciplinary team under difficult and challenging circumstances
  • Demonstrated ability to resolve conflicts and crises effectively
  • Excellent ability to communicate clearly and concisely both orally and in writing
  • Ability to work effectively both collaboratively and independently
  • Ability to advise on crisis leadership requirements, organize program leadership in the field, and act as a bridge to the home-office Security Management Unit
  • Ability to act as a critical member of the Security Management Unit, providing strategic direction to ensure that all project staff are prepared to respond quickly and effectively in the event of a crisis
  • Ability to manage forward-planning risk implications and liaise with external agencies and groups to leverage resources and knowledge
  • Demonstrated knowledge of and experience with acceptance-based risk mitigation strategies
  • Ability to train and explain acceptance to national staff and other relevant stakeholders
  • Ability to provide pragmatic verbal risk assessments, supporting the development of tactical plans for the conduct of secured movement as well as venue risk-management requirements
  • Demonstrated ability to provide strategic advice, guidance, and directives to ensure that the LTI 3 field offices establish best practices in safety and security protocols
  • Demonstrated leadership, versatility and integrity
  • Fluency in English required; proficiency in Arabic preferred
