About the Agency

More than one position may be filled from this vacancy announcement.

This position is located in the Office of Human Capital & Talent Management, Office of Workforce Planning, Policy and Systems Management, Workforce Planning and Program Division(PPSM/WPP) and supports the Agency’s Strategic Plan requirement for active workforce planning, directs the Agency’s workforce planning program, and provides staff support to the Chief Human Capital Officer (CHCO) for workforce and human capital requirements. The WPP collects and analyzes workforce analytics and is responsible for planning, reviewing, and approving all bureau and independent office reorganizations, providing organizational development support to both Washington and field missions. The Division is responsible for deploying and analyzing employee engagement surveys, analyzing workforce metrics, and providing recommendations to continually improve employee morale and engagement.

DUTIES:

Based on education and grade level, the Student Trainee - Intern selected will be responsible for the duties and responsibilities listed below.

Duties and Responsibilities:

Data Analyses 20%

Conducts data analyses of varying complexity, including descriptive analyses, correlations, structural equation modeling (SEM), hierarchical linear modeling (HLM), and social network analyses (SNA). Analyzes nested data is required. Familiarity with various data analyses tools such as SPSS and R is also required. Comfort in analyzing large datasets and delivering comprehensive insights. In addition, familiarity with data visualization tools (e.g., Excel, Tableau) and techniques is preferred.

Preparation of Written Materials 20%

Writes reports (e.g., academic papers or technical/applied reports) are required for this position. Candidate most demonstrates a strong capability to summarize and explain research principles and data analyses to both technical and non-technical audiences.

Conducting Research Studies 30%

Supports the Workforce Planning, Policy, and System Management (WPPSM) team in developing and implementing a program to evaluate and enhance employee engagement throughout the agency. Assists in the implementation and evaluation of a leader development program. Analyzes research data to help drive insight and action items for internal clients. Experience and interest in running large projects while maintaining progress against established timelines and quality guidelines. Develops presentation materials and conduct presentation to various stakeholder groups explaining results of research program. Contributes own innovations to established research programs, thereby contributing to the growth and expansion of the WPPSM research agenda.

Preparation of Written Materials 30%

Individually, or as part of a team, researches and writes different types of materials (e.g., papers, reports, presentations) for internal and external use. Assists in the resolution of complex program issues and communicates solutions or answers.

Performs other related duties as assigned.

QUALIFICATIONS REQUIRED:

REQUIREMENTS FOR INITIAL APPOINTMENT
US citizens who have been accepted for enrollment, or who are enrolled in a qualifying education institution and carry at a minimum, a half-time course load as defined by the institution.

The appointment for this USAID Intern position is at the grade level for which the applicant qualifies in accordance with the criteria below:

GRADE - LEVEL OF EDUCATION

GS-11 - Completion of 1 full academic year of graduate level education.

The Student Trainee will be enrolled in a Ph.D. program and will have completed at least 2 years of education in an accredited program in Industrial-Organizational Psychology, or a related field with significant evidence of relevant qualifications in research.

The intern will be required to have experience leading research studies and presenting results. Familiarity in the areas of employee engagement, leader development, performance management, advanced statistical analyses and/or selection are preferred
