Description

Nickol Global Solutions (NGS) seeks to engage at least one intermittent M&E Advisor with a technical focus in M&E for media and communications programming (both traditional and digital) under a support contract with USAID’s Office of Transition Initiatives (OTI). USAID/OTI is a fast-paced, dynamic organization that supports U.S. foreign policy objectives by helping local partners advance peace and democracy by providing fast, flexible, short-term assistance targeted at key political transition and stabilization needs.

M&E Advisors serve in senior consultative roles to the OTI field team and Washington-based regional team leadership on all aspects of monitoring and evaluation for the assigned OTI country programs. This includes working at all levels of the OTI program and with a wide variety of staff to include both OTI staff and implementing partner staff based in the country or region where OTI is programming.

The Advisor delivers technical expertise, consulting, training and development, and other services based on the specific needs of the given OTI program, at the direction of the OTI field team (Country Representative and Deputy Country Representative); in coordination with OTI’s Media Team; and aligned with OTI’s M&E approaches, requirements, and expectations.

The role is remote with a substantial portion of the support to be provided while on temporary duty (TDY) travel to OTI field programs. Additional remote or reach back support may also be requested. Initially we expect discrete engagements with OTI country teams for specific projects but anticipate that the support could expand up to full time if the needs of OTI and the skills of the Advisor align. No minimum guarantee of hours will be provided in the initial consulting agreement.

Duties

M&E Advisors may:

  • Support strategic design, program implementation and evaluation through the provision of remote and/or in-person MEL technical assistance, guidance, and training for OTI, implementing partner, and local partner staff;
  • Design and facilitate participatory learning exercises and sessions;
  • Serve as a developmental evaluator, supporting a program’s learning and adaptation on an ongoing basis;
  • Design and deliver training and mentoring on key monitoring, evaluation and learning (MEL) concepts or skills for diverse audiences, including but not limited to OTI, implementing partners, and local partners;
  • Lead and/or participate in evaluative efforts of OTI country programs and interventions;
  • Contribute to ongoing initiatives to improve evaluation design, process and utilization;
  • Serve as an active member of OTI’s M&E Team by contributing to knowledge management, coordination, and learning;
  • Provide technical assistance based on research and personal field experience to enable OTI country programs to develop cutting-edge program monitoring and evaluation systems, and continually refine and improve them;
  • Design, lead or participate in other special research initiatives and projects;
  • Coordinate with key stakeholders to routinely conceptualize, update and revise OTI guidance related to action learning, monitoring and evaluation, and program performance management processes; and
  • Participate in OTI events and meetings to stay abreast of current issues influencing M&E in different programs;
  • Coordinate across OTI technical support teams to provide comprehensive and consistent support and guidance to programs.

Additional requirements:

  • M&E Advisor may travel to OTI country program locations and locations for OTI events.
  • M&E Advisor will primarily book travel and arrange visas through NGS’s travel agent to ensure compliance with applicable laws.
  • M&E Advisor will be given detailed instructions about which programs require support and when based on OTI’s needs.
  • Support to OTI field programs will be provided in consultation with relevant members of OTI leadership.

Minimum Qualifications

  • Bachelor’s degree in a relevant field.
  • At least five years of relevant work experience (which includes but is not limited to experience designing, implementing, and managing monitoring and evaluation efforts of international development programs).
  • Two years of sectoral experience monitoring and evaluating media and communications (traditional and digital) programming for democracy, peacebuilding, or stabilization outcomes.
  • At least two years of experience providing the above technical services in a developing country.
  • Ability to obtain and maintain a USAID facilities access clearance.

Preferred Qualifications

  • Two years of subject matter experience in the areas of conflict/post-conflict, political transitions, countering violent extremism, or stabilization programs;
  • Spanish, French, Arabic, or Russian at a level of sufficient fluency to explain M&E topics and provide training and mentorship to local national staff in the target language;
  • Sectoral experience implementing or evaluating programming in governance, civil society support, transitional justice, and related topics.

NGS will evaluate candidates based on their technical / subject knowledge, oral and written communication, and client management skills during at least one oral interview to be conducted with offerors who exceeded the position’s minimum qualifications.
