Title : VET EXPERT – STUDENT SUPPORT SERVICES Location : Windhoek – Namibia Starting date : Duration : 3 months
Background :
The project NAM/347 will support the transformation of the Namibian VET system from a supply-driven to a demand-driven approach, as intended in the new legal and institutional framework. An important part of the process is that the previously government owned and controlled Vocational Training Centers (VTCs) will be transformed into semi-autonomous institutions that will offer programmes approved and assessed by the Namibia Training Authority (NTA). Institutional reform needs to be followed up by practical measures in each VTC with student support strategies. The previous system suffered from high drop-out and failure rates amongst students. Experience from elsewhere indicates that establishment (or strengthening) of student support services can be very cost-effective investments to reduce these rates. Student support services may include career- and study guidance, academic support, counseling services, health care, bursary schemes or perhaps others. International Technical assistance (TA) will be afforded to prepare a study, plan for how the services can be developed system-wide across the VTCs and to support initial capacity building. It is anticipated that some student support strategies that are identified will also be applicable for non Government Vocational Education and Training (VET) providers. A student support strategy is already in place at Zambezi Vocational Training Centre (ZVTC) and this is to be assessed along with ‘best practice’ from the region and elsewhere.
Job descriptions / duties :
The assignment is expected to lead to the following results:
ο A report that includes needs assessment, cases of Best Practices from the region and internationally and proposal for development of students support services in VTCs. ο A group of key stakeholders identified and committed to development of the services.
Qualifications :
The international TA will:
ο Be a VET expert with at least 10 years of international professional experience, including studies and practical research. ο Have specific experience with students support services and the challenges facing students in a developing country. ο Experience from similar assignments will be a major advantage. ο Have good communication skills and be able to cooperate with people at all levels. ο Have perfect knowledge of the English language in which all communication will take place. ο Master common computer programmes.
