Job Description

Chemonics International, Inc. seeks a Warehousing and Distribution Team Lead to join a dynamic and growing team for the USAID Global Health Supply Chain Program – Procurement and Supply Management Project (GHSC-PSM). GHSC-PSM is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives. GHSC-PSM is a multi-billion dollar USAID funded objective. The project consolidates the previous procurement and assistance components of the Supply Chain Management System (SCMS) and Deliver programs and is the primary vehicle through which USAID will procure lifesaving commodities to partner countries. Supporting key global health initiatives in HIV/AIDS, malaria, reproductive health, maternal and child health and Zika, the project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboraion via strategic engagement to improve long-term global supply of health commodities. The Warehousing and Distribution Team Lead will report directly to the Systems Strengthening Director, and provide oversight and technical support to the Distribution and Transportation, Network Optimization, and Warehousing and Inventory Specialists in their work with the GHSC-PSM Country Programs headquarters and field office teams, as well as the Global Supply Chain Team, to meet country needs for delivering and storing health commodities and in providing systems strengthening technical assistance. As one of the Country Programs Systems Strengthening leads, s/he will work with and through his/her direct reports and key field office staff, and will manage 1) PSM communities of practices and 2) technical working groups (TWGs) co-chaired by USAID, to support warehousing and distribution across all country programs through:
  • Strategy: setting and refreshing global technical strategies on system strengthening for the GHSC-PSM project; assisting the country teams to develop their own technical strategies and informing work plans in line with the global strategies.
  • Implementation: providing technical assistance, tools, training, skills transfer, and project management expertise to help country teams implement technical activities.
  • Monitoring: ongoing engagement with the country teams to monitor technical progress toward long term goals and providing additional guidance/support as required.
  • Thought Leadership: curating, creating, disseminating, and publishing technical knowledge.
S/he will capture and share the ongoing work of PSM, including lessons learned, and stay apprised of best and promising practices in local, regional, and international for dissemination across programs. Principal Duties and Responsibilities:
  • Ensure that PSM technical assistance builds country capacity to ensure access to quality commodities through:
    • Development of for warehousing and distribution that drive best practice and interventions to maximize the return on investment, enhance impact, and improve sustainability;
    • Coordination, management, and delivery of technical assistance related country level systems strengthening in the warehousing & distribution of health commodities;
    • In-country technical assistance to support government-led health supply chains that integrate, optimize, and are able to sustainably supply quality products to all citizens, and are aligned with
    • Oversight of the implementation of a throughout all activities to support Country Programs headquarters (Managing Directors, Country Teams) and field offices (Country Directors, technical points of contact) as they work with countries to develop the maturity of country health supply chains.
  • Assist with sourcing and briefing short term technical assistance (STTA) providers on global technical strategies; debrief STTA providers and work with country teams to help implement recommendations.
  • As needed, provide technical assistance to country office staff and governments and other country stakeholders, in the following PSM warehousing and distribution-related activities:
    • Use an evidenced based approach to support development of national health supply chain strategies and associated multi-year work plans that evaluate the current state of the systems and map a pathway to an agreed, desired and optimized design for the future;
    • Evaluate alternative ownership and management models for warehousing and distribution by applying data driven decision making and cost considerations, including options for outsourcing, management contracts, and vendor managed inventory;
    • Utilize optimization analytics to improve operations and networking of warehouses and distribution;
    • Lead the development and implementation of appropriate warehousing & distribution studies in countries to determine strengths and weaknesses and identify technical assistance gaps in the areas of logistics and management information systems.
  • Curate, create, disseminate, and publish warehousing and distribution technical knowledge.
  • Liaise with the Global Supply Chain Team to share experiences and facilitate the introduction of best practices to Country Programs where applicable.
  • Liaise regularly with relevant stakeholders, including regional/country project offices, Ministry of Health officials, USAID, and other partners as required.
  • Elevate the global technical strategies on systems strengthening for the GHSC-PSM project with thought leadership.
  • Other duties as required.

Qualifications:
  • Master’s degree plus minimum 10 years of relevant logistics experience; OR Bachelor’s degree plus minimum 12 years of relevant logistics experience.
  • Minimum 5 years of freight logistics and transportation experience in pharmaceutical supply chain management.
  • Demonstrated health commodity supply chain systems strengthening experience at the country level.
  • Understanding of USAID and other Federal Acquisition Rules and Regulations.
  • Experience working in resource-constrained countries.
  • Experience working with complex teams.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing.
  • Proficient in Excel, word processing, and presentation applications.
  • A proven ability to work as part of a team and to be self-managing.
  • Demonstrated integrity, independent thinking, judgment, and respect for others
  • Working proficiency in French, Spanish and/or Portuguese preferred.
  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments.
