Job Description

The United Nations Office for Project Services (UNOPS), a major provider of project management and implementation services to the United Nations System and developing countries, seeks qualified applicants for the following position:

Background

Since May 2005, UNOPS has been implementing a post tsunami school and health centre rehabilitation programme in the Maldives. UNICEF has now extended the scope of the UNOPS responsibility to include extensive water and sanitation works in various islands. Services of a professional and experienced WATSAN specialist are now required to complement the engineering capacity of the UNOPS team in the Maldives in order to meet the tasks and responsibilities.

Duties and Responsibilities

Under the overall supervision of the Project Coordinator, the Water & Sanitation Engineer will carry out the following tasks:

Key tasks and responsibilities

? To coordinate and manage the UNICEF/UNOPS water, sanitation and hygiene promotion in Maldives ? Manage and monitor the design and implementation of both the technical and social components of specific projects, including watsan and hygiene education component ? To establish and train the executive management committees so that they can maintain and manage the systems ? To supervise the overall construction and to build the capacity of the communities for the sustainability of the system

Livelihood Fairs

? In collaboration with local staff design, implement and monitor the livelihood fairs component of the programme ? Achieve all objectives as outlined in the proposal

Other tasks

? In collaboration with UNOPS PMU in Maldives, decide on other appropriate interventions for UNICEF/UNOPS Maldives ? Assist in the training and mentoring of national staff ? Manage the community participation elements of relevant project work ? Responsible for quality, conformity, cost and timelines of construction projects ? Supervise work sites ? Ensure that project activities are implemented and budget administered in line with the work plan and UNICEF policies and standards ? Ensure monitoring systems are in place and that project reviews are carried out ? Manage, identify training opportunities, and provide on-going capacity building for, national water and livelihood projects staff in the Atolls ? Capacity-build local partner organizations / structures where appropriate ? Coordinate with other Engineers, other members of UNOPS team, other agencies, donor representatives, community representatives and Atoll and Island authorities. This includes active participation in watsan sector coordination meetings and promotion of exchange of good practice and information between agencies and government ? Ensure wherever possible an empowering approach to working with communities ? To assist in strategic planning for UNICEF/UNOPS ? To work at all times in a manner that promotes teamwork within UNOPS and assists in the achievement of programme aims ? To undertake any other activities assigned by the UNOPS Project Coordinator.

Required Competencies & Knowledge

? Solid and demonstrated experience in Water Sanitation; Excellent knowledge of appropriate hydrological and water/sanitation technology in a development context, and proven skills to implement appropriate solutions in this sector ? Familiarity with good practice and standards with Septic Tank Vacuum Pump system ? Strong interpersonal, management and leadership skills ? Demonstrated ability to work closely with national staff and community representatives ? Demonstrated ability in project development, design, implementation, evaluation ? Demonstrated ability to build cohesive community mobilizers and to achieve goals through teamwork ? Management of budgets and precise reporting skills (narrative and financial) ? Proven competency in community participation techniques ? Experience of community health/hygiene education

Academic Qualifications/Experience/Language

? Degree in Civil Engineering from a reputable university or academic institution ? Minimum seven years of experience in civil engineering with specialization in WatSan ? Preferably 3 years overseas experience in an international rehabilitation or development setting. This should include field experience including management of national staff, evidence of successful assessments and project implementation, and application of skills required for this position. Previous experience with UNICEF?s Water & Sanitation projects will be an asset ? Experience in Southern Asia an advantage ? Fluency in spoken and written English is essential; knowledge of a second UN language will be an asset
