CFET en partenariat avec Management Systems International (MSI) gère le programme KONEKTE de l’USAID afin de donner une Assistance Technique au Gouvernement Haïtien.

Résumé du Projet:
Lancé par USAID en novembre 2012, KONEKTE (KONesans E Konpetans TEknik) est un programme de trois ans conçu pour assister le gouvernement Haïti à augmenter les capacités au sein des ministères haïtiens en identifiant et plaçant des conseillers expérimentés aux postes clés. KONEKTE est un partenariat entre une firme haïtienne de ressources humaines et développement, Centre de Formation et d’Encadrement Technique (CFET), USAID et le Gouvernement d’Haïti (GOH) qui vise à renforcer les capacités locales pour créer une Haïti plus stable et viable. Le partenaire principale de KONEKTE au sein du GOH est l’Office de Management et des Ressources Humaines (OMRH). KONEKTE travaille en étroite collaboration avec l’OMRH pour identifier des conseillers de haut niveau à travers un processus de recrutement transparent et compétitif qui accorde la priorité aux compétences spécialisées des Haïtiens et de la diaspora haïtienne. Chaque Conseiller est placé dans un Ministère pour combler un écart de compétence. De plus, en accord avec les objectifs de l’initiative « USAID Forward », KONEKTE renforce la capacité de l’OMRH pour pouvoir assurer la pérennité des acquis de KONEKETE quand le programme arrive à sa fin.

Description du poste :
Le Centre de Formation et d’Encadrement Technique (CFET) avec l’appui technique de KONEKTE, un programme financé par l’USAID cherche à engager les services d’une firme pour la gestion et l’entretien de son site web.

Date d’Echéance: 26 juillet 2016

Lieu et Durée du Poste : 1 mois dans les bureaux du CFET

Responsabilités:

• Revitaliser le site du programme CFET S.A. en termes de design et d’animation, afin qu’il reflète les nouvelles orientations du programme;
• Assurer que la gestion du contenu du site soit modifiable par l’institution (CMS)
• Assurer une réactivité et une proactivité par rapport aux besoins ponctuels du CFET et proposer toutes initiatives visant à améliorer la visibilité du site et à accroître sa fréquentation
• Veiller à une meilleure accessibilité aux supports multimédia mis en ligne (photos, audio, …);
• Améliorer le référencement du site auprès des moteurs de recherche ;
• Veiller à une meilleure sécurisation du site ;
• Former 2 agents du CFET aux techniques basiques de mise à jour de texte et d’image.

Qualifications:

• Être une entreprise reconnue en gestion et création de page web (programmation), des métiers de l’informatique ou de la communication avec une composante sur les technologies Internet ;
• L’entreprise doit être en règle avec l’administration fiscale (patente ou quitus) au moment de la soumission.
• Avoir un minimum de 3 à 5 ans d’expérience dans le développement des sites web et dans les domaines de l’édition et de la diffusion d’informations sur support papier, électronique et sur site web ;
• Avoir une excellente connaissance de HyperText Markup Language (HTML), dhtml, css, JavaScript, ASP.Net, SQL Server et des logiciels courants de développement web tels que Dreamweaver, Flash, etc.
• Avoir une bonne maîtrise des outils de retouche d’images (type Photoshop ou The Gimp);
• Avoir une expérience en formation dans le domaine de l’informatique ;
• Avoir une bonne maitrise de la langue française ; la connaissance de l’anglais serait un atout;

Project Summary:
Launched by USAID in November 2012, KONEKTE (KONesans E Konpetans TEknik) is a program designed to assist the Government of Haiti (GOH) with increasing capacity within Haitian ministries by identifying and placing experienced advisors in key positions. KONEKTE is a partnership between a Haitian firm (Centre de Formation et d’Encadrement Technique (CFET)), USAID, and the GOH which aims to build local capacity to create a more stable and viable Haiti. KONEKTE’s main partner within the GOH is the Office of Management and Human Resources (OMRH). KONEKTE works closely with the OMRH to identify high-level advisors through a transparent and competitive recruitment process that prioritizes the expertise of Haitians and the Haitian diaspora. Each Advisor is placed in a department to bridge a competence gap. In addition, consistent with the objectives of the USAID Forward initiative, KONEKTE strengthens the OMRH’s ability to ensure the sustainability of the program’s achievements.

Position Description :
The Center for Technical Training and Management (known by its French acronym CFET), with the technical support of KONEKTE, a USAID funded program, seeks to hire the services of a firm for the management and maintenance of its website.

Application Deadline: July 26, 2016
Position Duration and Location: 1 month in CFET’s office

Responsibilities:

• Revitalize CFET’s website in terms of its design and animation, such that it reflects the program’s new direction;
• Ensure that the site’s content management is modifiable by the institution (CMS);
• Ensure a responsiveness and proactivity in relation to specific CFET needs, and propose any initiatives to improve the site’s visibility and web traffic;
• Ensure better access to multimedia materials posted online (photos, audio, videos, etc);
• Improve site Search Engine Optimization (SEO) with search engines;
• Ensure better site security;
• Train two CFET officers in the technical basics of updating images and text to the site.

Qualifications:

• Be a recognized business in the creation (programming) and management of web sites, information science, or internet technology components;
• Company must be in compliance with tax authorities (patent or discharge) at the time of application submission;
• Have a minimum of three to five years of experience in website development and publishing, and the distribution of information on paper, the web, and electronically;
• Have an excellent knowledge of HyperText Markup Language (HTML), dhtml, css, JavaScript, ASP.Net, SQL Server and standard web development software such as Dreamweaver, Flash, etc;
• Have good knowledge of image editing tools (Photoshop or GIMP);
• Have received training in the field of information science;
• Have good knowledge of French; knowledge of English would be a plus.
