About TSSP Phase 3

PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons and relationships from the past 15 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

TSSP3 has three End of Program Outcomes (EOPOs) expected to be achieved over the initial five-year duration of the program. The AIFFP Project Management Office (PMO) Project Director plays a key leadership role in supporting TSSP3 to achieve the following EOPOs:

  • EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system
  • EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination
  • EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded and PNG transport sector actors apply their improved capability to deliver and maintain such assets.

Gender Equity, Disability, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Localisation and Monitoring, Evaluation, research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations. This phase of TSSP3 will run from November 2023 to November 2028.

The Australian Infrastructure Financing Facility for the Pacific

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is an initiative of the Australian Government that enables quality infrastructure across the region. It partners with governments and private sector in the Pacific and Timor-Leste, to provide grant and loan financing for high quality, transformational energy, water, transport, telecommunications, and other infrastructure. The Government of Australia (GoA) is supporting the Government of PNG’s (GoPNG) Connect PNG economic strategy through the provision of close to AUD700 million in loan and grant financing from AIFFP.

About the Role

Reporting to the AIFFP PMO Director, the Work Health, Safety and Environment (WHSE) Adviser will support Road and Port projects in PNG funded through AIFFP financing.

Roles and Responsibilities

  • Advise and assist the AIFFP PMO Director and associated Department of Works and Highways (DoWH), PNG Ports and Project Management and Supervision (PMSC) personnel on matters relating to WHSE management, implementing the relevant requirements of the AIFFP PNG Ports Sectoral Environmental and Social Assessment (SESA) and the individual port Environmental and Social Management Plans (ESMP) in accordance with contractual requirements
  • In collaboration with the contractor and PMSC, oversight the establishment and implementation of necessary Safety Management Plan & Environment Management Plan, and assist with the establishment and implementation of Social Safeguard Management Plans and associated reporting systems
  • Implement contractor WHSE training programs covering Workplace Health and Safety, Environmental Management & workforce behaviors

Selection Criteria

  • Tertiary qualifications in Workplace Health and Safety, and Environmental Science or related
  • Demonstrated professional experience in a similar role working with major civil infrastructure projects
  • Demonstrated experience in WHSE assessments including experience in a developing country context
  • Demonstrated experience working with the environmental safeguard standards or policies of DFAT, IFC or similar is desirable
