Background
Heifer International seeks a consultant to assist it in identifying funding opportunities from the World Bank. The consultant should be able to quickly familiarize him/herself with Heifer’s unique approach to agricultural development and assist it in developing a strategy to access funding from the World Bank through directly applying for awards or partnering with existing organizations that receive World Bank funding based on its priorities and funding opportunities.

Scope of Work:
The consultant shall collect and compile intelligence on World Bank development programs for Heifer to have a better understanding of this institutional donor. The focus lies on information on the World Bank’s budget for development assistance, specifically for NGO’s in the coming years and the potential to become an implementing partner. This should result in a strategy paper describing how to access World Bank funding for Heifer projects globally, and an action plan including detailed engagement strategies for Heifer and its field offices.
We anticipate This includes identifying mutually aligned opportunities; identifying and if possible facilitating meetings between Heifer and the World Bank, and strategic organizations related to the World Bank including organizations who already receive funding from it; highlighting Heifer’s value add and relevant marketing materials prior to these meetings, and mentoring country teams in implementing engagement strategies.
The consultancy will work remotely and have consultations with Heifer staff via Zoom.
Estimated Dates: July 15, 2022 – August 15, 2022 (15 working days) to learn Heifer and develop relevant deliverables.
Beyond August 15, 2022, anticipated to be up to 2 days/month to track funding opportunities from the World Bank, and keep Heifer apprised of potential opportunities and facilitate introductions.
1. Background
a. Heifer has identified the World Bank as a potential strategic donor to target
b. Heifer has limited connections to the World Bank, hence is looking for support to gather the required intelligence.
c. To this end, Heifer seeks to contract a Consultant who will collect and compile intelligence, develop an action plan including engagement strategies a, provide list of opportunities that align with Heifer’s signature programming and provide support to position Heifer and its team for opportunities with World Bank and potential lead partners.
2. Work Area:
The consultant shall develop a strategy to access World Bank funding for Heifer projects globally.
a. Objectives
i. As part of the delivery of the Services and/or Goods, Contractor shall act as Consultant and accomplish the following:
1. Work under the direction of Heifer staff in Washington DC,
2. Be introduced to Heifer’s way of working (Up to 5 days),
3. Use their own network within the World Bank to gather the required information,
4. Write a strategy with key information on World Bank (including a one-pager summary with hyperlinks and power point presentation),
5. Provide an overview of the World Bank’s project pipeline for 2022-2026 that align with Heifer’s signature programming,
6. Develop an action plan -including engagement strategies- with concrete steps on how Heifer can access World Bank funding (including but not limited to who to meet with, and which lead/partner organizations).
7. Support in implementing World Bank engagement strategies for Heiver and relevant Heifer country offices,
b. Deliverables
i. As part of Contractor’s delivery of the Services and/or Goods, Contractor shall present:
1. A report showing elaborate desk-research,
2. An overview of the pipeline for 2022-2026,
3. A detailed written strategy on how to access World Bank funding,
4. Presentation of strategy to senior management,
5. A written action plan including engagement strategies highlighting specific engagement strategy considering who, what, when and how.
Opportunity identification and partnering support and mentorship
c. Objectives
i. As part of the delivery of the Services and/or Goods, Contractor shall act as Consultant and accomplish the following:
1. Identify funding opportunities that align with Heifer mission and signature programming,
2. Identify potential organizations to partner with,
3. Introduce key stakeholders within the World Bank and implementing partners,
4. Mentor HQ and field teams on World Bank opportunities and engagement.
d. Deliverables
i. As part of Contractor’s delivery of the Services and/or Goods, Contractor shall present:
1. Monthly list of potential opportunities along with list of contacts (names, titles and contact information),
2. Detailed description of opportunities, how it aligns with Heifer and Heifer competitive strength (value add),
3. Brief list of key next steps to engage the World Bank and partners,
4. Follow up meeting with Heifer team.
e. Expected input from Heifer
i. Heifer shall provide Contractor with all relevant Heifer materials and data/information that are necessary to fulfill the purpose of this Assignment.
f. Level of Effort (“LOE”) and Period of Performance
i. Heifer anticipates this scope of work to require up to 15 days of LOE beginning in July. The LOE may be non-consecutive. The number of days needed may be increased if needed,
ii. Beyond the initial deliverables the expected LOE will be up to 2 days per month over a 12 month period not to exceed 24 days.
g. Minimum requirements for Contractor to be considered for the Opportunity
i. Previous and significant work experience with the World Bank,
ii. Successfully obtained World Bank funding,
iii. Solid network within the World Bank and implementing partners,
iv. Experience in designing engagement strategies for institutional donors is highly desirable,
v. Strong background in development aid sector,
vi. Familiarity with Heifer’s work, and ability to quickly familiarize oneself with HPI’s signature programs, unique approach, and strengths as an implementing partner
