
The Asian Development Bank has released a detailed plan for streamlining hiring practices, training its staff and using technology to share knowledge internally. The action plan follows on the heels of Our People Strategy, ADB’s human resources reform unveiled Feb. 2.
ADB provides guidance to managers on day-to-day HR matters, and hints at further announcements. For instance, the bank notes that a “preliminary analysis of the organizational structure and staff capabilities within [the Budget, Personnel and Management Systems Department] point to the possible need to adjust the span of control through some internal reorganization and to build up staff and management capabilities in specific areas.”
A more thorough review will be completed in 2010, in time to feed the resulting recommendations into the “Work Program and Budget Framework 2011–2013” and the 2011 budget, according to the action plan.
Cornerstones of ADB’s HR policy are:
· Ensuring a strong mix of high caliber staff.
· Building internal expertise through staff development and career management.
· Aligning the HR infrastructure to knowledge sharing and teamwork.
· Enabling managers and holding them accountable.
· Promoting a common culture and a collegial work environment.
· Enhancing staff motivation.
· Reorienting the HR function to the service of the New ADB.
