Aid campaigner Save the Children urged donor nations to spend a further $10 billion per year to achieve the Millennium Development Goal of universal primary education by 2015. Of the sum, $5.8 billion is needed in conflict-torn regions, where children are prone to exploitation or may be tempted to join armed groups. The charity criticized the tendency of some donors to disregard war-torn countries due to lack of requisite systems to deliver funding.
